Description

The Robley Rex VA Medical Center in Louisville, Kentucky intends to award a sole source contract to Fleet Services & Installation to provide construction services to reconfigure the chilled water distribution system on the medical center campus. The intent of the project is to obtain energy efficiency through the replacement of the existing primary-secondary system with a variable flow means. Work includes adding controls, motors, variable speed drives, and pumps as necessary, to implement a variable flow model. This is a sole source procurement under the authority of 41 U.S.C. 253 (c) (2)-Other than Full and Open Competition pursuant to FAR 6.302-2. This Special Notice is NOT a request for competitive quotes, as the urgency of completing this work is emminent as the cooling season is fastly approaching, thus this requirement presents an Unusual and Compelling Urgency to the government. A delay in award could result in serious injury to the medical center. NAICS code 238220 is applicable to this solicitation and the business size standard is $14M. The VA anticipates this requirement will be awarded at a fair and reasonable price.
