Description
This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the only solicitation;offers are being requested and a written solicitation will not be issued. This notice is being issued as a RFQ for: One (1) Powered TurntableSpecifications for Powered Turntable for EMI Testing1.Load capacity of 1000 lbs. uniformly distributed.2.The NASA-fabricated Tuner Assembly will be installed on the turntable as shown inFigure 1.a.The dimensions of the Tuner Assembly are 72 long x 72 wide and the height is192.b.The weight is approximately 540 pounds.c.The interface between the turntable platform and the Tuner Assembly will be a inch thick aluminum plate shown in blue Figure 1. The plate will be bolted to theturntable platform.d.NASA will drill the mounting holes in the turntable platform. No drilling of theturntable platform is required by the vendor.3.Rotating platform diameter shall be 6.617 Feet (2 meters).4.Shall be driven by an electric motor which operates at 208VAC, single phase,20Amp or less service.5.Shall communicate with and be controlled by an existing ETS Model 2090Controller.a.Specifications of the ETS Model 2090 controller are available athttp://www.ets-lindgren.com/page/?i=2090. b.Physical connections between the turntable and the ETS Model 2090 controllershall consist of two fiber optic cables as described in the controller specifications.6.Turntable motor drive shall be capable of rotating the turntable platformcontinuously with a user adjustable speed range of 0.5 to 2 RPM.7.Turntable motor drive shall be capable of rotating the platform in a step anddwell motion.a.The minimum step size shall be 1.8 degrees.b.The minimum accuracy of the step motion shall be +/-0.1 degree.c.The minimum accuracy of the turntable position reported to the ETS Model 2090Controller shall be +/-0.1 degrees.8.Turntable motor drive shall provide connections for an external, normally-closed,dry contact that will initiate an emergency stop of the turntable when the contact isopened. a.The turntable motor drive shall notify the ETS Model 2090 Controller through thefiber optic interface that an emergency stop has occurred.b.Upon reset, the turntable shall not complete any movement that was occurring whenthe emergency stop was initiated.c.During and after an emergency stop event, the turntable motor drive shall provideaccurate position information to the ETS Model 2090 Controller through the fiber opticinterface.9.To facilitate transfer and placement of the turntable in the SPF Test Chamber andto ensure sufficient EMI shielding, the turntable will be installed in a NASA-fabricatedaluminum enclosure shown in Figure 1, NASA Items 1, 2 and 3.a.The turntable shall bolt to the bottom of the NASA-fabricated enclosure, NASAItem 2.b.The turntable shall provide a rotating, EMI-shielded seal, such as bronzebrushes, which interface with the circular cutout in the top of the NASA-fabricatedenclosure, NASA Item 1.10.When the turntable is installed in the NASA-fabricated enclosure, the TurntableSystem shall operate successfully in an RF environment with a maximum electric field of200 Volts/meter within 1 meter of surface of the Turntable System in the frequency rangeof 100MHz to 40GHz. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 423830, 100respectively. The offeror shall state in their offer their size status for thisprocurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA Glenn Research Center, 21000 Brookpark Road Cleveland, Ohio 44135-3191. Delivery shall be FOB Destination or otherwise stated. Offers for the items(s) described above are due by February 18, 2011, to Sandra L Gerlach@ Sandra.L.Gerlach@nasa.gov (Procurment) and must include, solicitation number, FOBdestination or otherwised stated to this Center, proposed delivery schedule,discount/payment terms, warranty duration (if applicable), taxpayer identification number(TIN), identification of any special commercial terms, and be signed by an authorizedcompany representative. Offerors are encouraged to use the Standard Form 1449,Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (JUNE 2008), Instructionsto Offerors-Commercial Items, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in theclause entitled 'Buy American Act -- Supplies,' the offeror shall so state and shall listthe country of origin. FAR 52.212-4 (MAR 2009), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (JUL 2010), Contract Terms and Conditions Required To Implement Statutes orExecutive Orders-Commercial Items is applicable and the following identified clauses areincorporated by reference. Selection and award will be made to that offeror whose offer will be most advantageous tothe Government, with consideration given to the factors of proposed technical merit,price, and past performance. Other critical requirements: A complete review by requestorto insure that all specifications have been addressed on each bid will also be adetermining factor. It is critical that offerors provide adequate detail to allowevaluation of their offer. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3 (AUG 2009), OfferorRepresentations and Certifications - Commercial Items with their offer.
