KEMSA SUPPORT PROGRAM IN KENYA Issuing Date: January 25, 2011 Deadline for Receipt of Questions: February 7, 2011 Closing Date: February 24, 2011 Closing Time: 03:00pm (Nairobi time) SUBJECT: REQUEST FOR PROPOSALS NO. SOL-11-000005 Kenya Medical Supplies Agency (KEMSA) Support Program in Kenya Dear Potential Offerors: The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking proposals from qualified organizations interested in providing services to implement the USAID/Kenya KEMSA Support Program as described in the attached solicitation. USAID plans to award one cost plus incentive fee term type contract for a base period of 2 years, subject to availability of funds. USAID reserves the right to unilaterally exercise up to 3 additional 1-year option periods which may result in a total maximum project period of 5 years. The offeror must propose costs that it believes are realistic and reasonable for the work. The proposals will be evaluated as part of a Best Value determination for contract award. USAID anticipates funding in the range of $2 - $5 Million each year for the life of the project. Proposals from consortia or partnerships between eligible organizations are welcome. Teaming arrangements, especially those that include Kenyan partners, are also encouraged in order to adequately provide multi-sectoral expertise required for design and implementation of an integrated program. Kenyan organizations are encouraged to apply as prime offerors or as sub-awardees. It is the responsibility of the recipient of this solicitation document to ensure that it has been received from the internet in its entirety and USAID bears no responsibility for data errors resulting from transmission or conversion processes. Submission : If your organization decides to submit a proposal in response to this solicitation, it must be submitted in accordance with Section L of the RFP at the designated place and time indicated in Block 9 of the RFP cover page (Standard Form 33). Any proposal not received (via email or as electronic media) in the designated office or email account listed below by the closing date and time will be handled in accordance with FAR 52.215-1. Electronic media (Compact Disks) of proposals, and modifications thereto, must be submitted in sealed envelopes with the name and address of the offeror and the RFP number inscribed thereon to: USAID/East Africa/Regional Acquisition and Assistance Office Attn: Joseph McGee, Contracting Officer RFP# SOL-623-11-000005 P.O. Box 629, Village Market 00621 Nairobi, Kenya Tel: +254-20-7212000 Ext. 2318 e-mail: jmcgee@usaid.gov Proposals must be sent to the following designated USAID email accounts: jmcgee@usaid.gov ; mwarobi@usaid.gov and cafrica@usaid.gov. Facsimile submission of proposals is not authorized and will not be accepted. Please be advised that in the past some firms have experienced delays with international air courier services. Because the provision at FAR 52.215-1 does not cover such delays, proposals received after the closing date and time will be processed as late. Also, if you utilize the services of an independent agent in Kenya to deliver your proposal, please be certain that s/he understands additional time may be needed to allow for security review of any packages and that the closing date and time are firm. Please pay careful attention to, and complete in full, RFP Section K - Representations, Certifications and Acknowledgements. Offerors are now expected to comply with FAR Clause 52.204-7, Central Contractor Registration and complete the annual representations and certifications electronically via the Online Representations and Certifications Applications website at http://ocra.bpn.gov. Offerors should carefully consider Section L - Instructions to Offerors and Section M - Evaluation Factors for Award. Sections B through I of the solicitation will become the contract with blanks completed by the Contracting Officer. Proposals shall be prepared in two separate parts: the Technical Proposal shall address technical aspects only while the Business (Cost) Proposal shall present the costs. Proposals must be signed by an official who is authorized to bind the organization. Questions : Potential offerors may submit questions in writing, by email to Joseph McGee, Contracting Officer at jmcgee@usaid.gov, with a copy to Milly Warobi, Acquisition and Assistance Specialist, at mwarobi@usaid.gov. The deadline for receipt of questions or requests for clarifications is February 7, 2011. No questions will be responded to after this date. Oral instructions or explanations given before the award of the contract resulting from this solicitation shall not be binding. Issuance of this solicitation does not in any way obligate the U.S. Government to award a contract nor does it commit the U.S. Government to pay for costs incurred in the preparation and submission of a proposal. Furthermore, the Government reserves the right to reject any and all offers, if such action is considered to be in the best interest of the Government.
