Description
The Naval Air Systems Command (NAVAIRSYSCOM) intends to issue a contract modification under N00019-04-C-3146 to The Boeing Company (Boeing), P.O. Box 3707, 7755 East Marginal Way, Seattle, WA 98124-2499, on an other than full and open competition basis for engineering analysis to evaluate Advanced Airborne Sensor (AAS) impact on P-8A fatigue life, a full scale fatigue testing to include two (2) lifetimes of AAS mission and a third lifetime of P-8A, and post-test teardown and analysis effort. The contract action requires expertise in both P-8A and AAS engineering, integration and testing. Therefore, a sole source acquisition will be pursued under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, 'Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements.' Boeing is the sole designer, developer and manufacturer of the Boeing P-8A airframe, as well as the sole integrator of the avionics systems, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis. Award of this effort is anticipated in the April 2012 timeframe, with a period of performance ending in Fiscal Year (FY) 2017. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by NAVAIRSYSCOM.
