- RFQ and Specifications This is a combined synopsis/solicitation for a commercial supply item prepared in accordance with Federal Acquisition Regulation (FAR) Part 12, Commercial Items as supplemented with additional information included in this announcement. The U.S. Department of Commerce (DOC), National Oceanic Atmospheric Administration (NOAA), National Weather Service (NWS), National Logistics Support Center (NLSC), Kansas City, MO has a requirement for quart containers of propylene glycol base for use with universal, weighing & all weather precipitation accumulation gauges for the Automated Surface Observing Systems (ASOS) program. The requirement shall be in accordance with Specification No. D111-153-SP003 (Attachment A), NSN: 6850-01-288-7922 and ASN: D111-153. This is an indefinite delivery/indefinite quantity (IDIQ) contract for a five (5) year period. The minimum yearly quantity for this contract is 6,000 each and the maximum quantity is 8,000 each. Firms interested in this requirement must respond to this notice by submitting demonstrated evidence of its capability and experience in providing the exact item or an equivalent specified for the NWS program. This constitutes the only Request for Quotations (RFQ) of which written offers are being requested under RFQ No. WC133W-11-RQ-0163PY. A first article will be required for testing. This RFQ and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-48. The FAR Provision is incorporated into this acquisition by reference is as follows: 52.212-1 Instructions to Offerors-Commercial Items (Jun 2008). This is a 100% small business set-aside. The NAICS Code applicable to this acquisition is 325998. All responsible sources may submit an offer that will be considered by the agency. The Eastern Acquisition Division (EAD)-KC requires that all contractors doing business with the Government are required to be registered with the Central Contractor Registry (CCR) and the On-line Representations and Certifications Application (ORCA). In order to register with the CCR and ORCA and become eligible to receive an award, all offerors must have a Dun & Bradstreet Number. No award can be made unless the vender is registered in CCR.
