Description
Pricing Sheets Solicitation In accordance with FAR Part 12 and FAR Part 13, the U.S. Environmental Protection Office, Region III NAICS Code: 325120 The U.S. Environmental Protection Agency (EPA), Region 3, Philadelphia, PA 19103 is seeking to establish a Blanket Purchase Agreement (BPA) for Compressed and Liquid Gases. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number RFQ-PA-11-00010 is applicable and is issued as a request for quotation. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-49. Briefly, the EPA has ongoing requirements for the following: Helium, Nitrogen, Argon, Liquid Argon, Liquid Nitrogen, and Hydrogen, Oxygen, and Demurrage. See Attachments for full description and purity levels. This BPA will be in support of the EPAs Environmental Science Center, located at 701 Mapes Road, Fort Meade, Maryland 20755. All deliveries under this BPA shall go to the Fort Meade address. The price for each compressed bottled gas, at various concentration levels, and a demurrage rate will be established in the BPA. To order compressed bottle gases, EPA will place a BPA call order against the BPA that includes the quantity, the price of the compressed bottled gas, at each identified concentration level (established in the BPA), and the price for demurrage (established in the BPA) for compressed bottled gas storage, as necessary. Each resultant BPA will neither exceed $500,000, nor five (5) calendar years. Award will be made using "Best Value" evaluation criteria. Any responsible small business source believing itself capable of providing the required bottled gases may submit a quotation which shall be considered by the Agency. The BPA will be in effect for up to five (5) years from the date of award. Call orders will be issued against the BPA during the performance period. Multiple BPAs may be awarded as a result of this solicitation. The NAICS code for this procurement is 325120 and the size standard is 1,000 employees. This acquisition is a 100% small business set-aside.
