Description
This publication serves as notice of intent to award a sole source contract under the authority of FAR 6.302-1 to conduct a research project on Salpa thompsonii from San Jose State Univerity Foundation, Inc. The National Marine fisheries Service (NMFS), Southwest Fisheries Science Center (SWFSC), and Antarctic Ecosystem Research Division(AERD) requires the validation of krill length and maturity data collected during the 2010 AMLR field season, in order to maintain the integrity of data collected in Antarctica during the last 25 years. The US AMLR Program has an extensive database comprised of abundance and length data extending back 25 years, and it is important to ensure the integrity of this data for future analysis. The Government seeks a contract to support the completion of this report by Dr. Valerie Loeb employee of San Jose State University Foundation, Inc. to complete this project. Dr. Loeb is uniquely qualified to accomplish this contract because of her extensive experience working, conducting data analysis, and publishing results relative to Antarctic krill ecology from the Antarctic Peninsula area. Dr. Loeb has participated in the U.S. AMLR Program since its inception in 1986. She has published extensive results of her work and is a recognized expert in this field. In addition, she is familiar with historical data collected as part of the program which would be required to understand the datasets and to complete the task in the time specified. Dr. Loeb has also helped to define and standardize relevant data collection protocols used within the AMLR Program. Dr. Loeb has extensive knowledge in Antarctic krill research as well as US AMLR data collection protocol. This notice of intent is not a request for competitive proposals and no solicitation package is available, however, firms that believe they can provide the service that fully meets the Governments requirements may submit substantiating documentation in writing to the identified point of contract within 15 days after publication of this notice, such documentaiton will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. This is a simplified acquisition with an estimated value of less than $150,000. The SouthWest Fisheries Science Center Acquisition division requires that all contractors doing business with this acquisition office be registered with the Central Contractor Registration (CCR) as of October 1,2003, after this date, no award can be made unless the vendor is registered in CCR.
