- THIS IS A NOTICE OF INTENT. The Broadcasting Board of Governors/International Broadcasting Bureau (BBG/IBB), Office of Contracts (CON) located in Washington, D.C. intends to negotiate and award a non-competitive contract to Asia Satellite Telecommunications Company Limited to lease one (1) standard 36 MHz transponder of capacity on the AsiaSat-3S Satellite. The technical specifications are a 36 MHz of C - Band Satellite Capacity on AsiaSat-3S, Transponder 11H Uplink Frequency 6265 MHz. The anticipated period of performance is May 1, 2011 through April 30, 2012 with six (6) one year options. The total contract period of performance will not exceed seven (7) years. The statutory authority permitting other than full and open competition that is applicable to this procurement is 41 U.S.C. 253(c)(1) which is implemented at FAR Subpart 6.302-1 as follows: "When the supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. AsiaSat-3S is the only satellite that can provide C - Band coverage into each of the countries listed below simultaneously within one (1) transponder global footprint. The countries are Afghanistan, Armenia, Australia, Bangladesh, Cambodia, China, Georgia, Indonesia, India, Iraq, Japan, Kazakhstan, Kyrgyzstan, North Korea, Laos, Mongolia, Myanmar, New Zealand, Pakistan, Philippines, Russia, Singapore, Taiwan, Thailand, Tajikistan, Turkmenistan, Tibet, Uzbekistan and Vietnam. This Notice of Intent is not a request for competitive price proposals. Interested firms must submit a written response that demonstrates their ability to provide the above coverage to all of the countries listed above simultaneously on the same transponder. Interested firms must state how they would provide the above and include appropriate documentation describing the number of years they have been providing such services, and their demonstrative experience in the satellite communication field, including a brief company history. The written response received from interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information. The written response must be submitted to Myria Carpenter, Contract Specialist, Broadcasting Board of Governors/International Broadcasting Bureau, Office of Contracts, 330 C Street, SW, Room 4300, Washington, DC 20237 by Friday, February 11, 2011 12:00pm EST. Telephone, email or faxed responses are NOT acceptable and will NOT be considered. No telephone responses of an interested firm's statements of interest, capabilities, and pertinent experience will be accepted by BBG.
