- This is a SOURCES SOUGHT NOTICE to determine the availability and capability of providing a customized (in the veterinary field) Masters of Public Health (MPH) graduate level degree program for credit to interested staff in the Center for Veterinary Medicine. This information is being sought for information and planning purposes only and shall not be construed as an invitation for Bids, a Request for Proposals, Solicitation, Request for Quotes, or an indication the Government will contract for the items or services herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this source sought. Any response received will not be used as a proposal. No official solicitation currently exists in connection to this request for information. If in the future an official solicitation is released, there is no guarantee that sources responding to this notice will be included on the source list. **NO QUESTIONS WILL BE ENTERTAINED** The Food and Drug Administration (FDA), Office of Acquisitions and Grants Services (OAGS), Division of Acquisition Operations (DAO) is seeking to identify accredited/certified entities interested in providing MPH courses for credit to FDA's Center for Veterinary Medicine (CVM). CVM is responsible for the implementation of statutory elements regarding animal drugs and feed in interstate commerce. As part of this work, CVM assures public health for both humans and animals and provides competency development opportunities for its employees. CVM has an interest in expanding, among its employees, the competencies embodied in a Masters of Public Health degree program with a focus in the veterinary field. Objective: The contractor shall work with CVM's contracting officer's technical representative and other CVM staff to provide needed MPH courses for credit as follows: a. The courses need to be delivered in a blended learning format, using distance learning tools (e.g. WebEx or other method acceptable to FDA/CVM) and face to face format. b. The courses need to be recorded and posted on BlackBoard, or other method acceptable to FDA/CVM, and made available for CVM students who miss class due to work requirements. c. The courses should be held periodically on site at CVM's offices in Rockville, Maryland, to enable learning interactions during the conduct of the courses/program. d. The courses should include materials and case studies in the veterinary field. It is not the intent of FDA to have the contractor create duplicative courses that only include FDA specified information. Rather FDA prefers that their students attending courses with non-FDA students and that, where appropriate in the course, some examples such as case studies and readings would have a relationship to the work being performed by the CVM students. e. The courses should be held Monday thru Friday between the hours of 9am and 5pm. f. The contractor must be willing to explore special considerations for FDA/CVM employees to be accepted into an MPH program without having to go through the application process. g. The contractor must be willing to allow CVM students who are currently enrolled in an MPH program to be accepted and all course credits earned and GPA accrued be transferrable. h. The contractor must be willing to appoint a faculty member to be a liaison/advisor for FDA/CVM students. Part A. Capability and Relevant Experience - Interested parties should submit capability statement describing adequate experience and training providing customized MPH courses. Interested parties are requested to provide information on their ability to satisfy any or all of the requirements outlined above. At a minimum, responses should include company name and address, size of business, point of contact (including telephone number, facsimile number and e-mail address), and a list of contracts within the past five (5) years under which the interested party has performed the same or similar work. Part B. Size of Business - Please provide your business size and submit copies of any documentation such as letters of certifications to indicate the firm status such as 8-A certifications. No telephone requests will be honored. Contractors must be registered in the Central Contractor Registration (CCR), accessed via the Internet at http://www.ccr.gov. All information provided will become property of the Food and Drug Administration (FDA) and will not be returned. Responses are requested by February 25, 2011 and should include a point of contact, phone number, fax number and email address.
