Description
The Department of Energy (DOE) Office of Aviation Management (OAM) has a requirement for safety training for DOE Aviation Managers and Aviation Safety Officers. The Government intends to award a sole source firm fixed price contract to Embry-Riddle Aeronautical University (ERAU). The period of performance for this award will be from February 17, 2011 through August 31, 2011. ERAU will provide certified instructors, textbooks and related materials. In addition, ERAU will provide access to the High Altitude Normobaric Lab and the Full Motion Simulator. The course is designed to provide the participants with the working knowledge of the development and management of an effective safety program. While there are other sources for general aviation training curriculum, there is no single source that can provide flight safety, safety management systems, ground safety, physiology, and accident prevention/investigation and access to the High Altitude Normobaric Lab and Full Motion Simulator in one location. Market research has revealed no other service with as detailed or thorough curriculum which includes the use of the High Altitude Normobaric Lab and Full Motion Simulator. The Lab provides students with a unique experience in oxygen deprivation, which is a known contributing factor in aviation accidents and incidents. In accordance with Competition in Contracting Act, 41 USC 253 [c] [1], as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. Interested parties may submit capability statement and rationale by February 07, 2011 at 9:00am via e-mail to kyle.martel@hq.doe.gov. The written response must include a general statement for services mentioned in this announcement and past performance client information for similar work.
