- NASA/JSC has a requirement for CASCADE DISTILLATION SUBSYSTEM (CDS) DEVELOPMENTTASKS.NASA/JSC intends to purchase the items from Honeywell International, Inc. (Honeywell)Honeywell was the designer and the developer of the CDS technology. Honeywell has uniqueand proprietary knowledge and extensive operational experience with the CDS. CDS hardwareis owned by Honeywell and currently maintained at Honeywell facilities. Specific designinformation required for the requested tasks resides within Honeywell.The cost and schedule impacts related to another source developing the expertise,hardware, knowledge, and experience to develop the CDS modeling and Thermoelectric HeatPump (THP) assessment are prohibitive and not in the best interest of the government. Extensive time and duplicate costs would be required for any vendor to complete therequired research and gain the required knowledge. Honeywell also controls proprietaryinformation critical to the further development of CDS technology.The Government does not intend to acquire a commercial item using FAR Part 12. See note26. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Ronald Johnson at ronald.johnson-1@nasa.gov not later than 4:30 p.m.local time on February 11, 2011. Such capabilities/qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
