- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a Cost Plus Fixed Fee (CPFF) contract with SPADAC INC., 7921 Jones Branch Dr STE 600, Mc Lean, VA 22102-3399 for research and studies for Geospatial analysis and computer software development. The proposed contract will have a 12-month base period of performance with two one-year options. This requirement will be negotiated on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1; Only one responsible source and no other supplies will satisfy agency requirements. The basis for restricting competition is the proprietary software/information and geospatial analysis expertise of SPADAC, duplicative cost to the Government that it would not expect to be recovered through competition, and the unacceptable delays in fulfilling the agency ™s requirement through any other source. No formal solicitation will be issued. All responsible sources may inquire into the specific terms and conditions; such inquiries will be considered by the agency. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the Government.
