Description

THIS IS A TOTAL 100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET-ASIDE. The Department of Veterans Affairs (VA), Veterans Affairs Medical Center (VAMC) Iowa City, is soliciting and intends to award a firm fixed price contract for Architecture/Engineering (A/E) services, "A/E to Renovate Restrooms for ADA & Female Privacy" at the VAMC in Iowa City, IA. NAICS Code 541310, size standard $4.5 million. Prospective firms are reminded that as per FAR 52.219-14: "By submission of an offer and execution of a contract, the Offeror (SDVOSB A/E firm) agrees that in performance of the contract in the case of a contract for - (1) Services (except construction), at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern". The A/E contract will include but is not limited to: investigative services, contract documents with reviews, estimates, reproduction of bid documents, construction period services, final inspections, as-built drawings and other items. It is anticipated several male and female restrooms will be renovated from existing space on the third floor. The third floor currently supports the Canteen, Credit Union, conference rooms, and administrative functions. The Iowa City VAMC was originally built in 1950's with additions and remodeling at various times. Asbestos is expected to be encountered; therefore a Professional Industrial Hygienist must be a member of the design team and an independent third party Fire Protection Engineer (FPE). The person assigned to these positions must be clearly indentified in Section E of the SF 330 in order for the A/E firm to be considered. The estimated construction cost range is between $250,000.00 and $500,000.00. Please submit your qualifications and past performance data on the SF 330 (architecture-engineer qualifications); and for any consultants to be used, on the SF 330 sections E and F.
