- CETS III SOURCES SOUGHT SYNOPSIS Description This is a Sources Sought Synopsis. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. This Sources Sought Synopsis is in support of a market survey being conducted by the United States Air Force (USAF) to determine potential sources capable of fulfilling a Foreign Military Sales (FMS) requirement for providing 34 man-years of Contractor Engineering and Technical Support (CETS) to the Royal Saudi Air Force (RSAF) for the operation, maintenance and support of their C4I Systems each year for up to three (3) years. Additionally, this effort will require the provision of western style housing with the required security to protect CETS personnel in the Kingdom of Saudi Arabia (KSA). The responsibility of housing/security is upon the contractor. The Government estimated range for the provision of CETS manpower, not including housing, is between $13 and $18 million. A separate quotation to fund the housing portion of this action will be required. The requirement will be for highly-educated engineers and specialists who have considerable experience in various aspects of present RSAF Command and Control hardware, software, and communications sub-systems, as well as Tactical Units equipment and systems that are also elements of the RSAF C4I System. The RSAF already has a direct commercial contract for the day-to-day maintenance and operations of the RSAF C4I System. This FMS requirement is for personnel who have considerable experience in the development, installation and deployment of C4I systems. The new personnel experience will allow them to advise the RSAF in solving the most difficult and challenging problems beyond the expertise and abilities of the day-to-day technicians and assist RSAF in planning technology advancements to improve C4I capabilities. The majority of the positions will be in support of RSAF management in charge of overall maintenance and software development to the RSAF C4I System at the Central Maintenance Facility on Prince Sultan Air Base, Al Kharj, Saudi Arabia, and include three (3) C4I Systems Engineers, seven (7) C4I Software Engineers, two (2) C4I Wire Comm Engineers, two (2) C4I Wireless Comm Engineers, one (1) C4I Wireless Comm Engineer II, two (2) FPS-117 Radar Engineers, one (1) C4I Data Processing and Display Engineer, one (1) PABX and Encryption Devices Systems Engineer, and one (1) Network Support Engineer. Several of the positions will be to provide support and assistance to the Director of Electronics, Communications, and Computers and his staff at RSAF Headquarters in Riyadh for planning upgrades and future enhancements to the C4I System including two (2) C4I Systems Engineers, one (1) TADIL-A Link System Engineer, one (1) Communications Systems Engineer, one (1) Radar Engineer, and one (1) C4I Data Processing and Display Engineer. A total of five (5) of the positions, all FPS-117 Radar Engineers, will be located at the five (5) RSAF Communications and Computer Wings in various sectors of the country to provide special maintenance assistance for three to five fixed long range radars. One (1) TPS-72 Radar Engineer position is located near Jeddah to provide resident maintenance engineering assistance at the Tactical Unit Center (TUC). Two other special positions are included: one (1) is a C4I Systems Operations Engineer for the COC in Riyadh, and one (1) is a Navigations Aids Systems Engineer in support of the Comms and Computer Wing at Prince Sultan Air Base. The position descriptions for all positions are attached. In addition to the 34 engineering positions, a full time In-kingdom Liaison Officer with housing and transportation support is required to coordinate all project related issues and support with USAF, Defense Contract Management Agency (DCMA), RSAF and other Saudi Agencies.
