- NASA/ARC has a requirement for one (01) PowerPak Node-Locked License which includesModelCenter, Data Visualization Pak, Optimization Pak, and CAD Fusion Pak. NASA/ARCintends to purchase the items from Phoenix Integration Inc. of Blacksburg, VA, which isthe developer and sole distributer of ModelCenter, Data Visualization Pak, OptimizationPak, and CAD Fusion Pak. The licenses shall provide for use of the software for a periodof not less than one (01) year.ARCs Advanced Design Office (ADO) performs conceptual and preliminary design of advancedrotocraft concepts. Design space exploration, trade-off evaluation, optimization andtechnology impact analysis are integral processes to ADOs mission. ADO seeks to acquirean integrated modeling and simulation, process integration and design automationsoftware. The Advanced Design Office (ADO) began a collaboration effort with GeorgiaInstitute of Technologys Aerospace Systems Design Laboratory (ASDL) and Army ResearchLaboratory (ARL). ASDL has already demonstrated the capability of a formaltechnology-based design using ModelCenter and will continue to use this software. It iscritical to the collaborative effort that the modeling and simulation environment beportable between ADO and ASDL; therefore, ADO will use the same modeling and designsoftware. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 12:30 p.m. local timeon Febuary 16, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
