Description
The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health(NCEH), Healthy Homes & Lead Poisoning Prevention Branch, intends to award a sole source, 10 months firm fixed price contract, in accordance with FAR Part 15- Acquisition by Negotiation to the Coalition To End Childhood Lead Poisoning Inc, 2714 Hudson St, Baltimore, MD 21224. The Coalition To End Childhood Lead Poisoning Inc is the current contractor of work being performed of a previous awarded task order. The unique nature of the projects requires the capacity for the contractor to manage a complex project with national scope at 16 diverse sites across the US. The contractor must possess exceptional skills in partnership building at both the national & local level to leverage resources; expertise in green housing building & remediation; provide strong leadership and organizational structure to coordinate the national involvement at the 16 sites; and have proven success in these areas with CDC and HUD. This project will result in the establishment of the Green Healthy Housing Initiative (GHHI) pilot in 14 communities to: 1) Promote the development of competent and effective public health workforce by building core capacity of environmental public health professionals. 2) Support the Healthy People 2010 (soon to be 2020) initiative by focusing on Environmental Health, Injury and Violence Prevention, and Public Health Infrastructure. 3) Support the CDC Healthy Places and Healthy Housing Goals. 4) Develop the local infrastructure to demonstrate that the GHHI approach is effective in more comprehensively addressing multiple home-based health hazards in a manner that reduces costs, leverages resources, and produces better health outcomes for occupants. This acquisition is authorized by the program authorization: Section 317(k) (2) of the Public Health Services Act (42 U.S.C. Section 247b (k) (2) There is not another contractor other than the Coalition to End Childhood Lead Poisoning who can continue responsibility for this national 16 site project without jeopardizing accomplishment of the desired goals. The complex nature of this national on-going project requires continuity of contractor management and site coordinator staff, and most importantly, maintaining previously established local and national partnerships at the sites. Because this is sole source procurement, no solicitation will be posted to FedBizOpps. We will only issue a solicitation to Coalition To End Childhood Lead Poisoning Inc. CDC anticipates soliciting and negotiating with only one source under the statutory authority 10 U.S.C. 2304(c)(1) permitting other than full and open competition in accordance with Federal Acquisition Regulation (FAR) Part 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. CDC believes that Coalition To End Childhood Lead Poisoning Inc is the only source available to provide this service that meets mission critical requirements. This notice of intent is not a request for proposal. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet this requirement. All responses must be sent in writing to Mr. Thaddeus Rollins via email to tnr6@cdc.gov using the reference Coalition To End Childhood Lead Poisoning Inc in the subject line, no later than 11:59 pm Eastern Time, 16 February 2011.
