Description
The Social Security Administration intends to negotiate solely with International Business Machines, Inc (IBM) 6710 Rockledge Dr, Bethesda MD, 20817 under the authority of the Multiple Award Schedule Program (MAS) as set forth in Federal Acquisition Regulation (FAR) Subsection 8.405-6(b)(1) " Only one source is capable of responding due to the unique or specialized nature of the work" for IBM proprietary technical support services. The resultant award will have a period of performance of seven years, or upon the expiration of IBM's General Services Administration Federal Supply Schedule (GSA FSS) Contract, whichever occurs first. IBM proprietary software products are currently used throughout SSA's mainframe and distributed environments and are utilized by various components within the Office of Systems. These IBM software products are critical to SSA's ability to manage and sustain software applications that run on the mainframe and distributed hardware platforms and are key components supporting Agency initiatives and Deputy priorities. Proprietary technical support s ervices for IBM products are necessary to help implement, install, customize, integrate, and optimize IBM proprietary mainframe and client server software, as well as to assist in problem determination to support the SSA operating environment, communications network, and to support special projects undertaken by the Office of Systems. IBM technical support services will be needed whenever the Agency decides to use a new IBM software product or a new version of an existing IBM software product. IBM technical support services are needed for the following type of life cycle activities that appear below: Project Management; Requirements Gathering; Architecture Design; System Design Activities; Research and Analyses; Application Programming Interface (API) Definition; Code Development; Testing and Test Development; Performance Analysis and Tuning; Software Infrastructure Deployment; Writing Procedures and Guidelines; Software Product Migration; Technical Reviews; Production Installation and Deployment; Training on IBM Software Products At the current time, SSA's suite of software development and infrastructure tools includes over 150 IBM software products, the majority of which are associated with the following IBM product lines: DB2 Universal Database; IBM Tivoli; IBM WebSphere; IBM Rational; IBM Lotus Due to the highly specialized and customized nature of the work, IBM Corporation is believed to be the only vendor that can provide technical personnel with the requisite skill set and knowledge base necessary to provide assistance in the design, installation, and implementation of proprietary IBM software within SSA's current mainframe and distributed environments. IBM owns the source code and it is assumed that they have total familiarity with the proprietary features, code and data structures for all IBM product lines. IBM is believed to be the only source of personnel possessing advanced knowledge of strategic IBM products, technology and applications, and an expert level understanding of IBM systems design specifications, and source code. Prospective vendors must be able to inform SSA's project teams of the proprietary features and future plans related to: Current and new versions of the IBM software products that the Agency is currently using; and, New IBM software products that the Agency will be migrating to or acquiring in order to employ more productive technology that will allow for increased productivity of the development and operation of SSA's applications. To be eligible for consideration, vendors must be authorized and capable of providing ALL of the proprietary IBM support services listed within this Notice. Vendors may present electronic/written evidence of such capability by SSA's close of business on February 16, 2011 and refer to SSA-RFI-11-1007. Vendors must indicate if services are available under the GSA FSS program. The Government does not intend to pay for information received and does not intend to provide evaluation results to the sender. Instead, the knowledge obtained from information submitted will be used to determine whether there appears to be a competitive source in the marketplace. Written responses to this Notice shall contain sufficient documentation to establish a bonafide capability to fulfill this requirement. Simple marketing information or incomplete responses will not be considered. Reference to vendor websites is not considered a valid response. A solicitation is NOT available. Therefore, written and/or verbal requests for copies of a solicitation related to this announcement will not be honored. A determination by the Government, not to compete this requirement based upon responses to this notice, is solely within the discretion of the Government. Respondents will NOT be notified of the results of the evaluation of information received. The government will not pay for any information submitted.
