- The US Army Joint Munitions and Lethality Life Cycle Management, Armament Technology Facility Branch of the Small & Medium Caliber Weapon Systems Division is seeking companies with experience in Portable Ballistic Backstop & Conveyor System. The Armament Technology Facility (ATF) is looking to purchase (2) Portable Ballistic Backstops & (1) Conveyor System to be placed in Room # 148 & 149 to use as projectile backstops during weapon function testing (.50 caliber & below). The (2) Ballistic Backstop will replace an existing Water Traps in Room # 148 & 149. One (1) Conveyor System will be used to collect the projectiles from both ballistic backstops and place the projectiles into a 55 gallon drum which will then be recycled when the drum is full. The following design criteria must be met:1) Dimensions of backstop not to exceed 11 long, 30 wide, & 106 high2) Steel backstop and noncombustible material3) Made in America4) Small business5) Wet system, fluid circulation must be a closed system -Uses Non-hazardous & non-toxic fluid6) Maximum angle of impact plate will be less than 12 degrees7) Deceleration chamber8) Access port to deceleration chamber for cleaning & inspection9) Removable legs to get into the building (8 high doors) (contractor to verify dimension of exterior blast door).10) Distance from weapon muzzle to front of the backstop will be less than 711) The backstop has the ability to be portable via. forklift. The end users forklift is rated for no more than 4,000 lb. 12) Height of weapon: Centerline of firing hole is 4-6.5. Hole is 9 diameter; 4-11 to top of hole, 4-2 to bottom of hole. Barrel will be positioned any place in that height difference but will most likely be at 4-6.513) Ballistic backstops will be universal so that if a ballistic backstop needs to be replaced, another ballistic backstop can be put in its place and still be able to fit on the conveyor system.14) Weapons will be fired from a fixed mount, no shoulder firing15) Ballistic backstop will be fully assembled before shipment.16) Same Model type must be in use at other DOD or DOD contractor facilities that do the same type of testing as the end user. Manufacturer must be able to demonstrate that the product being supplied will meet the end users needs by providing the end user with contact information for no less than 3 end users of the same equipment the end user plans on purchasing.17) Minimum of 5 year track record on M2 weapon testing18) US Army issued ammunition backstop must be able to handle (and in the quantities of hundreds of thousands of rounds of each ammunition type via. automatic fire):-5.56mmx45mm: M855, M856 (tracer), M855A1-7.62mmx 51mm: M80, M62 (tracer), M118 long range-.50 caliber: M33 (steel core), M17 (steel core) (tracer), High Pressure test rounds (lead core)-Shotgun ammunition: 00 buck, slugs, M1012 (non-lethal), M1013 (non-lethal), door breeching rounds, -.45 caliber: M45 ball, M1911 ball and match-9mm: M882-.38 special19) Foreign weapons ammunition portable steel backstop must be able to handle (and in the quantities of hundreds of thousands of rounds of each ammunition type via. automatic fire):-9x18: (could be lead core, mild steel core, steel core depending on the country)-5.45x39: (could be lead core, mild steel core, steel core depending on the country)-7.62x39: (could be lead core, mild steel core, steel core depending on the country)-7.62x54R: (could be lead core, mild steel core, steel core depending on the country)-12.7x108 (could be mild steel core, steel core depending on the country)20) One (1) conveyor system designated for two (2) ballistic backstops21) Conveyor system will have the capability to drop the projectiles into a 55 gallon drum that is placed on a wooden pallet.22) Location of 55 gallon drum on a pallet after the projectiles come off the conveyor system will not interfere with the corridor walking area.23) Open slot of conveyor will have a cover plate of perforated stainless steel (1/8 or 3/16 thick) the entire length of the conveyor that is exposed to human hands. The cover plate is to protect people from getting their hands stuck in the conveyor.24) Each fluid tank where the fluid is located in will have a stainless steel perforated (1/8 or 3/16 thick) cover plate to prevent tools from falling into the tank. The plate will be cut and sized so it can easily be removed for cleaning the tanks and repairing pumps. The cover plate will not have sharp edges.25) Contractor will field verify the correct dimension of the conveyor system and the portable ballistic backstop will fit into the proposed location by the customer.26) Placement of pallet for 55 gallon drum for projectile collection in the conveyor system will not obstruct the corridor to the outside of the building. One (1) 55 gallon drum per pallet.27) At a minimum, each ballistic backstop & conveyor system will have a name plate that includes the following information:- Manufacturers name- Manufacturers address - Manufacturers phone number- Manufacturers drawing number of ballistic backstop and conveyor- Weight of ballistic backstop and conveyor system (for a forklift operator to know)- Date manufactured28) Manufacturer will install ballistic backstop & conveyor system. Manufacturer will come back at a separate time after electrical wiring is installed by others (Government electrician) and commission (install water/fluid, run system, etc.) the ballistic backstop & conveyor and troubleshoot any issues. Interested Manufacturers should submit literature/brochures not exceeding twenty (20) pages describing product technical capabilities, design details and operational characteristics. Manufacturer will be responsible for verifying all dimensions for Portable Ballistic Backstop & Conveyor System to make sure equipment fits in its designated room.
