Description
THIS IS NOT A SOLICITATION. THIS IS NOT A REQUEST FOR PROPOSAL (RFP), INVITATION FOR BID (IFB), REQUEST FOR QUOTES (RFQ), REQUEST FOR APPLICATION (RFA) OR AN ANNOUNCEMNT OF A SOLICITATION AND DOES NOT ASSUME THE GOVERNMENT WILL AWARD A CONTRACT OR PROCEED WITH ANY OF THE ABOVE SOLICITATIONS IN THE NEAR FUTURE. THIS NOTICE IS ONLY FOR MARKET RESEARCH PURPOSES. Based on capability statements received from this announcement, this acquisition may be solicited as a 100% Small Business Set-Aside or as a full and open competition. All Small Business Concerns, including 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and women owned small business are encouraged to respond to this notice. The U.S. Department of Health and Human Services (DHHS), Program Support Center, Division of Acquisition Management intends to issue a solicitation in the future on behalf of the United States Public Health Service (USPHS) Active Duty Dental Program. The Division of Acquisition Management is seeking capability statements from a service provider to administer dental benefits for Active Duty USPHS Commissioned Officers throughout the world under the PHS Dental Program. Those interested must be able to document or demonstrate their compliance, competency and experience in the following areas: First and foremost, the provider MUST be able to demonstrate/document they have the financial capability to pay all dental claims weekly (approximately $75,000-$90,000) and be reimbursed up to 30-35 days later. Up to $360.000 may be paid out each month. In addition, the provider's services for the predetermination processing, and claims adjudication and payment will be paid under separate invoice on a monthly or quarterly basis. Any providers determined not to have the financial capability will not be considered further. The selected provider shall have a large, accessible national network of at least 65,000 providers. The selected provider should have received the Defense Information Assurance Certification and Accreditation Process (DIACAP) security review. The company should have also attained the Authority to Operate (ATO). All personnel servicing the USPHS must have received ADP Personnel Security clearances, or an equal or higher security clearance. The selected provider shall have an interactive website for beneficiaries and providers. Services online to include: beneficiary access to information about their dental benefits and claim status; provide online patient benefits to dental providers, which shall include patient eligibility, benefits, claim status and payment details; shall allow providers online electronic claims submission; and provide an online link to search and get directions to a network provider. These online services are to be compliant with Section 508 of the Rehabilitation Act of 1873 (29 U.S.C. 794). The selected provider shall allow for toll free customer service calls 60 hours per week (Monday-Friday). The provider shall be in compliance with the Privacy Act and HIIPA. Capability statements must also include the following information: company name, address, point of contact, phone/fax/email, and business size and status (e.g., small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and women owned small business). THIS IS NOT A REQUEST FOR PROPOSAL AND DOES NOT COMMIT THE GOVERNMENT TO AWARD A CONTRACT NOW OR IN THE FUTURE NOR OTHERWISE PAY FOR PREPARING ANY INFORMATION SENT OR THE GOVERNMENTS USE OF THE INFORMATION.
