- THIS IS A SOURCES SOUGHT SYNOPSIS ANNOUNCEMENT FOR INFORMATION ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. The purpose of this sources sought notice is to obtain information on qualified and experienced contractors interested in providing proposals for a proposed design build contract. The Department of Veterans Affairs, Veterans Benefits Administration, Vocational Rehabilitation and Employment Division, Togus Regional Office, Togus, ME, intends to procure design build construction services for an accessible home modifications construction contract to an existing dwelling required to meet the needs of a disabled-veteran located in the Medway, ME area. The magnitude of the project is between $25,000 - $100,000. The requirement is for Design-Build Construction Service for a residential home. A 14 ™ X 22 ™ addition will be added to the existing dwelling. The addition will be on a crawl space on a single floor with matching finishes to the existing home. The addition will consist of a bedroom, bathroom, and a covered ramp exit from the bedroom addition. The existing front ramp will also need to be covered with matching roofing. Existing doorways will be widened also to ADA compliance for wheelchair access. This notice does not obligate the Government to award a contract or multiple contracts nor does it obligate the Government to pay for any bid/proposal preparation costs. The Department of Veteran Affairs is seeking small business sources in the following categories: Service Disabled Veteran Owned Small Business or Veteran Owned Small Business concerns. The North American Industry Classification System (NAICS) code for this work is 236118. Contractors must be bonded and provide proof of licensure. Contractors must be registered in the Central Contractor Registration (CCR), accessed via the Internet at http://www.ccr.gov. and all SDVOSB/VOSB must be verified in Vetbiz at http://www.vetbiz.gov. All information provided will become property of the Department of Veterans Affairs and will not be returned. Request interested firms to respond to this notice and provide the following in the format below (use N/A if not applicable): (a) Firm's information (Name, address, phone number, CAGE Code, and DUNS Number). (b) Small Business Size Status (e.g. 8(a) to include graduation date, Service-Disabled Veteran Owned Small Business or Veteran Owned Small Business) NOTE: Vendors must provide proof of business size representation through the Central Contract Registration (CCR) found at http://www.ccr.gov/ and Online Representations and Certifications Application (ORCA) found at https://orca.bpn.gov/ and the business will need to be verified in http://www.vip.vetbiz.gov/. (c) Capability Statement: Interested contractor are asked to demonstrate a history of relevant design build experience. Include a summary of relevant and recent projects within the last three years. Your experience history should include the following: contract/project number, project title, dollar amount; point(s) of contact with telephone/fax numbers and/or e-mail and in what capacity (e.g. prime or subcontractor) performed. (d) Bonding Capability on individual project and aggregate requirements. The Government reserves the right to set this acquisition aside for Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, or Small Business, based market research and on the responses it receives. The Government anticipates a negotiated procurement utilizing Best Value Source Selection Method with evaluation factors of technical, price and past performance.
