Description
THIS IS A NOTICE OF INTENT. The Broadcasting Board of Governors/International Broadcasting Bureau (BBG/IBB), Office of Contracts (CON) located in Washington, D.C. intends to negotiate and award a non-competitive contract to Hi-tech Broadcast, Inc., Road Town, Territory of the British Virgin Islands. The contract will provide high quality broadcast services of BBG provided programs broadcasted from various transmission facilities in Lebanon. High quality broadcast services means that such broadcast services are in accordance with the International Telecommunications Union's (ITU) technical standards. The anticipated period of performance is March 1, 2011 through February 29, 2012 with four (4) one year options. The total contract period of performance will not exceed five (5) years. The statutory authority permitting other than full and open competition that is applicable to this procurement is 41 U.S.C. 253(c)(1) which is implemented at FAR Subpart 6.302-1 as follows: "When the supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. Hi-Tech is the only known broadcaster who has the existing network and capability to provide the BBG with wide broadcast coverage in Lebanon. This Notice of Intent is not a request for competitive price proposals. Interested firms must submit a written response that demonstrates their ability to provide the above. Interested firms must state how they would provide the above service and include appropriate documentation describing the number of years they have been providing such services, and their demonstrative experience broadcasting in Lebanon, including a brief company history. The written response received from interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information. The written response must be submitted to Myria Carpenter, Contract Specialist, Broadcasting Board of Governors/International Broadcasting Bureau, Office of Contracts, 330 C Street, SW, Room 4300, Washington, DC 20237 by Monday, February 28, 2011 12:00pm EST. Telephone, email or faxed responses are NOT acceptable and will NOT be considered. No telephone responses of an interested firm's statements of interest, capabilities, and pertinent experience will be accepted by BBG. Any questions regarding this Notice of Intent shall be in writing and submitted to Myria Carpenter, Contract Specialist, by facsimile at (202) 382-7870 or by e-mail to mecarpen@bbg.gov. Any determination to compete or not to compete this proposed contract is solely within the discretion of the Government. This Public Notice is not an RFP, IFB, or RFQ.
