Description
On a SOLE-SOURCE basis, the U. S. Department of Transportation (DOT) plans to award, to Washington Gas Light Company (WGS), a SOLE-SOURCE Delivery Order or other contract for a project to be entitled "Utility Energy Service Contract (UESC)". Under that SOLE-SOURCE contract, WGS will complete the following Energy Conservation Measures (ECMs): (1) Chiller Plant Cross Connection; and (2) Lighting / Controls Upgrade; and possibly (3) Facility Improvement Measures (FIM). Under the ECMs, WGS will merge the two independent cooling systems, located in DOT's headquarters buildings, into a single combined cooling system, by means of a piping cross-connection between the two cooling plants; and WGS will retrofit / upgrade DOT's existing lighting and control systems, into a new and more energy-efficient lighting and control system. This work would apply only to the East Tower and West Tower of DOT's headquarters building located 1200 New Jersey Avenue, S. E., Washington, D. C. 20590. The project's Period of Performance is currently ESTIMATED at about seven months, and it is believed that the WGS project will begin on approximately April 15, 2011. It is estimated that DOT will be making no cash payments to WGS for this project, because WGS's reimbursement for WGS's costs incurred in performing this project would be computed from savings in kilowatt hours consumed by DOT as a result of the energy conservation measures installed by WGS in the DOT headquarters building. DOT believes that WGS is uniquely qualified to perform this project, and that WGS should receive a SOLE-SOURCE contract, for the following reasons: (a) WGS, with the assistance of DOT, has already performed, entirely at WGS's own expense, a crucial and detailed engineering study which will serve as the foundation and precursor for the contemplated new ECM work described herein; (b) In performing that previous engineering study at its own expense, WGS acquired a wealth of knowledge and experience which will be absolutely necessary to the performance of the contemplated new ECM work at the high level of quality that is indispensable to DOT; and (c) It is estimated that any entity other than WGS would need to spend at least six months to attempt to acquire, at its own expense, the same level of precursor knowledge and experience that WGS has already acquired in the engineering study conducted by WGS; and (d) such a 6-month delay on the part of any other contractor, and the uncertainty as to whether any other contractor would in fact be ABLE to acquire the needed knowledge and experience at all, would be unacceptable to DOT because it would be incompatible with DOT's Energy / Sustainability Goals; and (e) DOT definitely needs to have, for this new project, a contractor that is a local utility in the Washington D. C. service territory, as mandated in the Energy Policy Act of 1992, in the Energy Policy Act of 2005, and in Executive Order 13423. However, any interested organization or entity, OTHER THAN WGS, which believes that it is capable of acquiring the necessary foundation knowledge and experience at its own expense, and which also believes that it is capable of actually performing this project at the high level of quality indispensable to DOT and within the short time-frames needed by DOT, shall e-mail-----to james.mowery@dot.gov and to john.dunlap@dot.gov, not later than 11:59 PM Eastern Time on February 27, 2011-----a Statement of Qualifications attempting to prove that the interested entity is capable of performing this project as described.
