- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested; a written solicitation will not be issued. This solicitation and any resultant award will be processed in accordance with FAR 13 Simplified Acquisition Procedure. Solicitation W15QKN-11-T-8400 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-48, Effective 30 December 2010. This solicitation is 100% set aside for small business and the associated NAICS code for this procurement is 333298, size standard is 500 people. The U.S. Army, Army Contracting Command Picatinny (ACC - PICA), Picatinny Arsenal, NJ 07806-5000, has a requirement for Universal General Surface Mount (GSM) 8mm Feeders, CLIN 0001 Qty 20 Pick and Place GSM, that meets all the following SOW requirements: Twenty (20) new Pick and Place General Surface Mount (GSM) 8mm Multi-Pitch Tape SMT Component Feeders which are compatible with the Universal FlexJet2 GSM Pick and Place Machine. The feeders shall be electrically controlled with electric advance mechanisms. Pneumatic feeders are not acceptable alternatives. Vender shall provide a 1 year warranty on all equipment. Complete delivery of order within 30 days after award date. Quoters responding to this announcement shall submit their quotes in accordance with FAR 52.212-1. Submission of quote shall include the following: technical, delivery/schedule, and price inclusive of 1 yr warranty: all pricing quoted shall be F.O.B. destination. Quoters shall have a valid registration in the Central Contractor Registration (CCR). Quoters shall also have a valid registration in the Online Representations and Certification Application (ORCA) or include with their quote a completed copy of the provision at 52.212-3, Offeror Representations and Certification Application. FAR Clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items. The applicable clauses listed within 52.212-5 are: 52.203-6 Alt I, 52.204-10, 52.219-6, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.225-13, and 52.232-33. The evaluation of quotes will be conducted utilizing the lowest priced technically acceptable evaluation approach. Award will be made to the quoter whose overall quote is the lowest priced and meets the requirements of the SOW. Under this evaluation approach, a quote would not receive any additional credit for exceeding the requirements of the SOW. The Government intends to evaluate quotes and award a contract without discussions with quoters. Only one quote per contractor will be accepted.
