Description
Introduction This is a Request for Information (RFI) as defined in FAR 15.201(e) and does not constitute a formal solicitation or an obligation, implied or otherwise, on the part of the Government to acquire any products or services. Information provided to the Government, as a result of this posting, is strictly voluntary and given with no expectation of compensation and shall be expressly provided to the Government at no cost. A formal solicitation may be posted separately at a future date. Participation in this RFI is optional and not required in order to respond to any subsequent solicitation announcement. This RFI will be available electronically at the FedBizOps website www.fedbizopps.gov Synopsis of RFI Currently, United States Military Forces in Korea consume high sulfur JP8. The Defense Logistics Agency Energy (DLA Energy) in consultation with United States Forces, Korea desires to transition to Ultra Low Sulfur JP8 (ULS JP8) with a maximum sulfur content of 30 parts per million (ppm). The Republic of Korea Air Force receives ULS JP8 into each of their operating bases throughout Korea. DLA Energy seeks to identify responsible potential sources to supply ULS JP8 to United States Military Forces in Korea. Supply of the fuel shall conform to the U.S. military specification for Jet Fuel (NATO F-34), MIL-DTL-83133G. Note: Sulfur content shall not exceed 30 ppm. Responding to this RFI DLA Energy encourages all interested parties to submit information, not to exceed five (5) pages, addressing the following: 1. A brief summary of previous relevant experience in supplying ULS JP8, to include refinery or terminal information, production capacity, and prior delivery locations. 2. Provide refinery or terminal location where fuel would be loaded and method of conveyance for delivery to US Military Forces in Korea. Below are the Government's Supply Points and receipt mode capabilities to access locations within the South North Pipeline (SNP) by origin or destination delivery terms. 3. DFSP ULSAN, Korea approximately 20,000,000 US gallons (USG) annually, Mode Ocean Tanker and Pipeline. Product requires Fuel System Icing Inhibitor (FSII) and Corrosion Inhibitor (CI). Maximum parcel lot accepted of 320,000 barrels into ULSAN shore facilities. The below breakouts are annual estimates provided to allow interested parties to consider direct delivery support in volumes and by modes identified vice offering through ULSAN. 4. Intermediate distribution point DFSP Seongnam, mode pipeline: 16,700,000 USG End Use Customers: a. Osan AB, mode pipeline and rail car: 16,300,000 USG b. Suwon AB, mode pipeline and rail car: 400,000 USG 5. Intermediate distribution point DFSP Pyongtaek, mode pipeline or tank truck: 3,000,000 USG End Use Customers: a. Camp Humphreys, mode pipeline or tank truck: 1,500,000 USG Other End Users: b. Gwangju AB, mode rail car: 180,000 USG Daegu, mode tank truck or rail car: 160,000 USG 6. Lead Time: From the date of a notice of any potential contract award to your firm, identify the amount of time required to produce or procure up to volumes identified for U.S. Military Forces, Korea. 7. Provide price per barrel cost estimates to supply ULS JP8 (NATO F-34). Price per barrel cost estimates may be submitted on an FOB Origin and FOB Destination basis. RFI responses must also include: • Contractor name and address; • Name/title of your firm's point of contact, including email address, phone, and fax numbers. Response Submission Deadline Responses to this RFI must be submitted no later than 1:00 PM local Fort Belvoir, VA USA time, on March 15, 2011. Responses will be sent with the subject line of "ULS JP8 RFI" via email to eric.tucker@dla.mil or via facsimile to 703-767-0488. If submitting via email, authorized file formats include: Adobe Acrobat (.pdf) Microsoft Word (.doc) and Microsoft Excel (.xls). Receipt of responses submitted via email will be confirmed via reply email from DLA Energy within a one-week period to the designated point of contact following the close of this RFI.
