- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTE. THE VA IS NOT SEEKING PRICING OR OFFERORS OF ANY KIND. Not responding to this sources sought does not preclude participation in any future and potential solicitation or Request for Proposal. It is the intent of the VISN 7 VAMC to use this for market research purposes only. If a formal solicitation is released, it will be via the Federal Business Opportunities (http://www.fbo.gov) The Department of Veteran Affairs Facilities within the Veterans Intergrated Service Network (VISN 7) is performing market research to determine if there are a sufficient number of qualified vendors to provide Temporary Staff for a VA Human Resource Specialist/Manager for Nursing Services. The NAICS code is 561320 with a size standard of $13.5 million dollars. This means that businesses furnishing the services described below, with average annual revenue under $13.5 million dollars are considered small businesses. You must have proper business size; Contractors must be registered in the Central Contractor Registration (CCR), accessed via the internet at http://www.ccr.gov, Small Business Administration http://www.sba.gov, and VIP Vetbiz http://vip.vetbiz.gov, if a Service Disabled/Veteran Owned Small Business. All information proved will become property of the Department of Veterans Affairs and will not be returned. The work requires: Contractor shall provide consultative services to support all aspects of the human resources management program for Nursing Services a the Charlie Norwood VA Medical Center (CNVAMC), Augusta, GA in accordance with the Statement of Work. BACKGROUND INFORMATION. The CNVAMC is a two-division, 489 bed facility, encompassing acute medical, surgical, psychiatric, spinal-cord and long-term Care. The medical center is located in Augusta, GA, and provides primary, secondary and some tertiary care. Annually the medical center serves approximately 30,000 patients. Satellite outpatient clinics are located in Athens, GA, and Aiken, SC. Currently, Nursing Leadership (detailed from other facilities) is in place to address problem focused areas such as the significant shortfall in nursing staff and issues critical to maintaining strong labor / employee relations. Given our Acting Executive Nurse Leadership is present only short-term, it is essential during this time to have dedicated on-board HR expertise to śjumpstart ť key HR components of the facilities ™ Nursing Service to ensure long-term success. PERSONNEL. Special Qualifications. a.Contractor will have a minimum of 5 years of successful VA experience in specialist/senior HR management positions. b. Contractor has broad and extensive knowledge of VA HR Title 38 processes and programs that includes classification, staffing, recruitment and placement, employee/labor relations, incentive awards, orientation, and disciplinary and termination actions. Information Technology Skills. a.The contractor shall be required to use the VA Medical Center computer system in accomplishment of their work. b.Contractor personnel shall understand basic computer terminology and be able to use basic computer applications such MS Office. PERFORMANCE ASSESSMENT. Contract Performance Monitoring. The government will evaluate the quality of the services being performed to ensure payment is made for only those services received and accepted by the government. HOURS OF OPERATION. Facility Hours of Operation: Nursing Service provides support for this 1A, Tertiary, Medical School affiliated Hospital 24 hours per day, 7 days a week, Sunday through Saturday. Normal Hours. Work Hours: Regular working hours is 7:30am to 4:00pm, Monday through Friday, excluding legal holidays. Contract personnel will typically work 40 hours per week. Recognized Holidays. National Holidays “ The Federal Government observes ten (10) days as National Holidays and these include New Year ™s Day, Washington ™s Birthday, Martin Luther King ™s Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving and Christmas and other days specifically declared by the President of the United States to be a national holiday. Emergency Services/Outside Normal Tour. On occasion contractor will be required to be present early mornings and late afternoons in order to work with managers on staffing or other pertinent nursing issues. In addition, services may occasionally be required outside the regular working hours of operation to include weekends and Federal Holidays. When such services are performed outside regular working hours of operation, they will be at the contract rate(s) without any provisions for surcharge or mark-up. Period of Performance. 60 days beginning from date of award. Staff Required: 1.0 FTEE GOVERNMENT FURNISHED PROPERTY & SERVICES. The government will provide contractor with property, equipment, space, supplies, support and services as deemed reasonable and appropriate to accomplish all within the scope of work. SCOPE OF WORK. Principle Duties and Responsibilities. (1)Contractor will serve as a human resource specialist / manager to the nursing organization (w/ local Human Resources Officer retaining authority over all actions). (2)Contractor will function under the interim nurse executive to assist the nursing organization and acting nurse executive with recognition, hiring, placement, orientation and disciplinary/termination actions as a bridge to the local Human Resources Officer. (3)Contractor will provide staff training on VA Labor Relations/Employee Relations programs to include progressive discipline, understanding the process, research and preparation of disciplinary documents, working with union partners, and how to discuss performance/conduct issues w/ employees. (4)Contractor will assist staff in writing position descriptions and functional statements and work with the nursing recruiter to facilitate actions between human resources and the nursing organization. Orientation and Training. The selectee providing services under this contract shall attend orientation and training specified by the government specific to the department where they will be working. ADMINISTRATIVE. Record Keeping. The contractor shall establish a record keeping system to ensure accuracy of reporting and recording time and attendance. The contractor shall provide a properly prepared invoice accompanied by certified time sheets to the Contracting Officer ™s Technical Representative (COTR) for validation on a bi-weekly basis. TERMINATION FOR CONVENIENCE. Subject to a 14 day advance notice, the government reserves the right to reduce the required hours or number of employees or terminate this contract for convenience if the need for this service changes or is no longer required. DATA SECURITY Information including, but not limited to veteran individually-identifiable information and personal Healthcare information (PHI), gathered or created by the contractor in the performance of this contract is the exclusive property of VA and must be received, gathered, stored, backed up, maintained, used, disclosed and disposed of in accordance with the terms of this contract and applicable federal and VA information confidentiality and security laws, regulations and policies, including VA Directive and Handbook number 6500. The contractor shall provide access to VA information only to employees, subcontractors, and affiliates only : (1) to the extent necessary to perform the services specified in this contract, (2) to perform necessary maintenance functions for electronic storage or transmission media necessary for performance of this contract, and (3) only to individuals who first satisfy the same conditions, requirements and restrictions that comparable VA employees must meet in order to have access to the same VA information. These restrictions include the same level of background investigations, where applicable. The contractor should on the date of any discovery of theft, loss or compromise of VA sensitive information report to the Contracting Officer, the Contracting Officers Technical Representative and any other VA Official designated by the Contracting Officer. The report should be in writing and contain the fullest explanation possible and all details of the incident. The Contractor must adhere to the provisions of Public Law 104-191, Health Insurance Portability and Accountability Act (HIPPA) of 1996 and the National Standards to Protect the Privacy and Security of Protected Health Information (PHI). Security clearance is required for this acquisition. ALL VA III AND PHI INFORMATION STORED ON BOTH VA AND NON-VA EQUIPMENT MUST BE ENCRYPTED IN ACCORDANCE WITH THE FEDERAL INFORMATION SECURITY MANAGEMENT ACT (FISMA). Federal standards established by U.S. Department of Commerce apply, including Federal Information Processing Standard 200 (FIPS200), and National Institute of Standards and Technology Special Publication 800-37, Guide for the Security, Certification and Accreditation. Contractors and subcontractors shall document compliance and make the document available upon request of the Contracting Officer or COTR. Contractor and subcontractors shall allow physical inspection by VA personnel to assess its physical and environmental security controls. Potential vendors should provide; at a minimum, company name, address, phone number, fax number, email address, point of contact and type of business (large, small, Service Disabled Veteran Owned Business or Veteran Owned Business).
