- This proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". The U.S. Army Corps of Engineers (USACE), Mobile District intends to award the following contract modification to existing Mobile District Contract No.W91278-09-C-0031, with Clark Construction Group. The original award action was a firm fixed price contract in the amount of $61,068,000.00, for construction of Replace US Central Command (US CENTCOM) Headquarters in Tampa, FL. This proposed sole source "out-of-scope" requirement will also be a firm fixed price negotiated action using FY2011 Operations & Maintenance funds for demolition of Bldg 543. This action will include demolition of Bldg 543 located adjacent to the existing CENTCOM HQ, Bldg 540, which is to be demolished as part of the existing Scope of Work for subject contract. Bldg 543 is single story, 3,000 square foot facility currently used as a computer server room. Additionally, a diesel fuel tank and screen wall, and a small facility housing a shredder will be demolished. The expected performance period is 3-months from issuance of the Notice-to-Proceed. The Government will support the proposed action by written justification and obtain appropriate approval prior to proceeding. The Government will synopsize the contract modification after award. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability Statements submitted should demonstrate the offerors experience and expertise to provide the services identified above within the time frame required and without substantial duplication of cost to the Government. The statement shall also include business size and any other information indicating a legitimate ability to meet these specific requirements. Statements should not exceed 3 pages in length. The Government will not pay for any material provided in response to this synopsis nor return the information provided. Responses must be received within fifteen (15) days after publication of this notice.
