WAGE DETERMINATION Description(s): This is a Sole Source Announcement. No RFQ will be made available for distribution. The Government intends to award a Firm Fixed Price contract to THE MARINE GROUP LLC, 997 G STREET, CHULA VISTA, CA. for the inspection, maintenance and repair services of primarily Zodiac and other InflatableWaterborne Crafts. The inspection and repair services are limited to a Zodiac Military and Professional (MilPro) Certified Dealer to be located within 20 miles radius of pick up and delivery point. The contractor shall provide repair training for the Zodiac Crafts. All parts and accessories must be system matched to the Inflatable Craft. The contractor will pick up and deliver all Zodiac Craft to Building 145, NAB Coronado, California. The award will be in accordance with Simplified Acquisition procedures, FAR Part 13. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C 2304(c) (1) as implemented by FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within eight days after date of publication of this special notice will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Central Contractor Registration is required for all vendors doing business with Department of Defense. Information may be found at http://www.ccr.gov. STATEMENT OF WORK FOR INSPECTION, MAINTENANCE AND REPAIR SERVICES OF INFLATABLE WATERBORNE CRAFT 1. BACKGROUND : LOGSU-1 provides waterborne craft to the SEAL Teams for training and operational use throughout their Area Of Operations. 1.1 LOGSU-1 to ensure the uninterrupted availability, completion of repairs, parts, and warranty work required on all LOGSU-1 craft. 1.2 LOGSU-1 to ensure the repair and maintenance services for the Zodiac Inflatable Boats are: 1.2.1. Provided by a Zodiac Military and Professional (MILPRO) dealer. 1.2.2. Original Equipment Manufacturer (OEM) parts used in all repairs. 1.2.3. Materials used to repair are in accordance with the manufacturer manuals. 2. OBJECTIVE 2.1 The objective for this requirement is to provide a contract for the purchase of inspection, repair, and training services to include: 2.1.1. Labor and material to perform Preliminary Preparation and Inspection to include a Limited Technical Inspection (LTI). 2.1.2. Labor, parts and material to provide warranty work if determined applicable. 2.1.3. Labor for repair work as determined from the LTI. 2.1.4. Provide OEM repair parts. 2.1.5. Provide Zodiac Training for 12 students. 3. SCOPE 3.1. The scope of this contract is for a local authorized Zodiac MILPRO dealer to provide inspection, maintenance, and repair services for twenty five (25) inflatable waterborne craft in support of uninterruped availability for Seal Team Training and Deployment Use. Additionally, Zodiac Training Services are to be provided as a one (1) week course annually to twelve (12) students. 3.2. The contract will have a Period of Performance of one (1) year starting from the effective date of award. 4. TASKS: 4.1. Pick up and delivery of craft as described in section 5.1. 4.2 Perform all labor and provide all soft parts and materials to perform a Preliminary Preparation and Inspection service to include a Zodiac Limited Technical Inspection (LTI) Boat Receiving and Pressure Test Report to include: 4.2.1 Unpack and Inflate vessel. 4.2.2 Wash, clean & dry vessel. 4.2.3 Disassemble all valves and hoses, clean and replace soft components, reassemble all valves and hoses. 4.2.4 Inflate vesssel to proper PSI. 4.2.5 Perform 16 hour pressure test. 4.2.6 Inspect all guled seams and valve insert connection. 4.3 Prepare and submit a Work Estimate to the LOGSU-1 point of contact to include Conditions Found and Recommended Repairs. 4.4 Provide all labor required as determined from the LTI to repair the inflatable boats. 4.5 Provide all OEM parts required to repair the inflatable boats. 4.6 Provide a one week (40 hours) Zodiac Boat Repair Training course for 12 students. The date of the course will be determined. 5. PICK UP AND DELIVERY: 5.1 The contractor shall pick up and deliver the Zodiac Inflatable Craft to LOGSU-1, 2424 Rendova Road, Bldg 145, San Diego, CA, 92155. 5.2 Contractor repair facility shall be within 20 miles of the pick up and delivery point. 6. GOVERNMENT POINT OF CONTACT 6.1. The Government Point of Contact for technical qestions, scheduling, and submission of LTI reports and Work Estimates is CPO Richard Kinney. End of Statement Work CLIN 0001: Provide all labor, materials and parts in accordance with Par 4.2 and 4.3 of the Statement of Work for twenty-five (25) Inflatable Waterborne Craft. CLIN 0002: Provide all labor to repair a total of twenty-five (25) Inflatable Waterborne Craft In accordance with Par. 4.4 of the statement of work. CLIN 0003: Provide all repair parts for twenty five (25) Inflatable Waterborne Craft in accordance with Par. 4.5 of the statement of work. CLIN 0004: Provide a 40 hour Zodiac Inflatable Boat Repair Training Course for 12 students. When appropriate, non-government advisors may have access to offeror's proposals and may be utilized to objectively review a proposal in a particular functional area and provide comments and recommendations to the Government's decision makers. They may not establish final assessments of risk, rate or rank offerors' proposals. All advisors shall comply with procurement Integrity Laws and shall sign Non-Disclosure and Rules of Conduct/Conflict of Interest statements. The Government shall take into consideration requirements for avoiding conflicts of interest and ensure advisors comply with safeguarding source selection and proprietary data. Submission of proposal in response to the solicitation constitutes approval to release the proposal to Government Support Contractors.
