Description
This is the Pre-solicitation Notice to inform you that the U.S. Army Corps of Engineers, New England District will be soliciting professional services firms for fabrication and installation of museum exhibits. Services to be performed under this contract consist of those required to support the missions of the U.S. Army Corps of Engineers (USACE), North Atlantic Division geographical boundaries, excluding Europe. For this solicitation, it is assumed that the primary customer will be the National Museum Project Office (NMPO) in relation to fabricating and installing museum exhibits in over 45,000 square feet of exhibit space for the National Museum of the U.S. Army (NMUSA) Project to be located at Fort Belvoir, Virginia. See www.nmusa.army.mil for additional information. Other customers and projects may be serviced under this contract. The contract will be Indefinite Delivery/Indefinite Quantity (ID/IQ), with firm fixed price Task Orders. The contract will extend over a five year period (base period and four option periods) with a maximum value of $35 M. The solicitation will be a Request For Proposal (RFP) and the contract will be awarded to the offeror that represents the best value to the Government, price and non-price factors considered. Instructions and evaluation factors will be provided in the solicitation. The solicitation will be issued as a small business set aside, under NAICS code 339999, All Other Miscellaneous Manufacturing, with a Size Standard of 500 employees. The RFP may be available as early as March 1, 2011. A pre-proposal conference will be scheduled for mid-March, prior to submission of offers. Additional details will be available in the RFP. The RFP will be available for download by accessing the Federal Business Opportunities website www.fbo.gov. Neither telephonic, mailed or fax requests for hard copies of the solicitation or amendments will be accepted. All interested qualified teams must submit a proposal to be considered. Capabilities of the Exhibit Fabrication/Installation firm(s) should include but are not limited to: project management (including close coordination with several Government agencies and firms working on the project); fabrication and installation of scenic elements, immersive settings, cast figures, exhibits, exhibit lighting, gypsum wall board walls, exhibit case work and graphic panels; and purchase and installation of exhibit lighting and audiovisual hardware (and possibly the associated hardware integration). It is anticipated that one IDIQ contract will be awarded to accomplish this work. It is our intent to award the IDIQ contract in June 2011 with the first task order for approximately one-third of the exhibit work for the NMUSA to be negotiated and awarded soon after. This is not a request to be placed on a solicitation mailing list nor is it an RFP. NOTE: If interested in submitting a proposal in response to the upcoming RFP, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract.
