Description
SPECIAL NOTICE The U.S. Department of Commerce(DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division-Kansas City office intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1 (b)(1), with Canimpex Enterprises Ltd. For the purchase of components use in the Utermohl Setting Counting Chambers which is the standard for counting phytoplankton. Market research was conducted on December 10, 2010, Canimpex Enterprises Ltd, is the only know vendor for the components for the Counting Chambers The Oceanic and Atmospheric Research (OAR), Great Lakes Environmental Research Laboratory (GLERL) located in Ann Arbor, Michigan has a requirement for the components use in the Utermohl Setting Counting Chamber which is the standard for counting phytoplankton. The components use in the making Utermohl Setting Chambers (Wetzel and Likens 1991) technique for counting phytoplankton and harmful algae, Microcystis. This process has been used for over 30 years and continued supplies are needed for research as part of the NOAA - Great Lakes Restoration Initiative (GLRI) EPA funded project. This is an ongoing scientific study, and consistency of the data is critical to the success of the project. The consistency of the research data, and therefore the validity and value of this long-term study, would be jeopardized if another sample processing methodology was introduced. The Government intends to negotiate a firm fixed price contract, for delivery to destination not later than February 28, 2011. The North American Industry Classification System Code for this acquisition is 423490. These components for the Setting Chambers must meet all the specifications. Components/Parts for Phytoplankton Setting Cambers The model for the chambers a combined plate chamber consisting of a top cylinder of, 10, 50, or 100 ml capacity and a bottom-plate chamber. The parts of the plate chamber are a rectangular Perspex plate, a ring, and a circular bottom plate. The plate must fit into the mechanical stage of an inverted microscope. However, firms that believe they can provide the components for the Utermohl Setting Chambers may submit substantiating documentation in writing within ten days of this notice. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. DOC, Eastern Region Acquisitions Division-Kansas City requires that all contractors doing business with this office be registered with the Central Contractor Registry(CCR).
