Description
NASA/GSFC has a requirement to continue The Ocean Color and Biogeochemistry SupportServices. This support includes, but is not limited to: 1) The development of data processing software packages such as SEAPAK and the SeaWiFS(Sea-viewing Wide Field-of-View Sensor) Data Analysis System (SeaDAS); 2) conductingglobal reprocessing of the Coastal Zone Color Scanner (CZCS) data sets; 3) projectmanagement responsibilities for the Aquarius mission; 4) development of the Aquarius DataProcessing System (ADPS); 5)develop, test, implement and operate the Aquarius InstrumentCommand and Control System (ACCS) for operations scheduling, instrument commanding andanomaly resolution; 6)playing a major role in the Moderate Resolution ImagingSpectroradiometer(MODIS; Terra and Aqua) development, calibration and data processingactivities; 7) formulating and managing the Sensor Intercomparison and Merger forBiological and Interdisciplinary Studies (SIMBIOS); 8)serving as the NPOESS PreparatoryProject (NPP) Product Evaluation and Test Element (PEATE) for ocean color and searsurface temperature (SST) and conducting pioneering research on the application ofsatellite ocean color to Earth science including the carbon cycle and the interactionsbetween physical, biological, and chemical processes. Other research activities supported under this contract include various researchinvestigations funded through NASA Research Announcements (NRAs) and tasks related to theongoing development of lunar reflectance models and related satellite calibrationmethodologies.NASA/GSFC intends to extend contract NNG06HX09C to accommodatethe existing requirementsof the Ocean Color Biogeochemistry contract and to ensure adequate support is availableto accommodate the launch schedules of the Aquarius Mission and the NPOESS PreparatoryProject (NPP).At this time, it is anticipated that a one-year and four month extensionwill be from June 24, 2011 through October 23, 2012. The extension is required to ensureadequate support and attention is available for the Ocean Color and BiogeochemistryProject and the other two key missions mentioned above, while the highly critical missionactivities of the Aquarius Mission and NPP project are carried out. Prior to and throughout the launch process of the Aquarius Mission and the NPP project,Science Applications International Corporation (SAIC) must continue supporting criticalrequirements of the Biogeochemistry support services contract. This procurement action is being conducted on a sole source basis in accordance with 10U.S.C. 2304 (c) (1) Only One Responsible Source. SAIC possesses the unique andspecialized experience necessary to support the critical requirements through the launchand post launch activities.The government does not intend to acquire a commercial item using FAR Part 12.See note26. Interested organizations may submit their capabilities and qualifications to performthe effort in writing to the identified point of contact not later than 4:30 p.m. localtime on March 1, 2011.Such capabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
