Description
Subj: Request for Information for Research and Innovative Technical Analysis (RITA) Services The purpose of this Request for Information (RFI) is to conduct market research which will be used to formulate an acquisition strategy to support the Operations Analysis Division (OAD) Marine Corps Studies System (MCSS) with research and innovative technical analysis (RITA) services. The Regional Contracting Office, National Capital Region (RCO-NCR) is seeking responses from all size business concerns capable of delivering an objective solution. The MCSS provides independent, objective, and unbiased analysis focused on mid and long-range issues that support the overall objectives of the Marine Corps including the Marine Operating Forces, the Marine Corps Combat Development System, and the Expeditionary Force Development System. The MCSS dedicates required resources (organic and contracted) to respond to technical complex challenges faced by today ™s Corps. It helps shape the future direction of the Marine Corps; and helps determine future requirements based on hard facts and science. The MCSS provides the means and measures through which requirements are turned into capabilities. These efforts are primarily in the form of studies and analyses. Studies include but are not limited to the areas of requirements analysis, systems engineering assessments, weapons system analyses, feasibility analyses, concept development, combat modeling and simulation analyses, scenario development, cost estimation and cost benefit/effectiveness analyses, intelligence studies, Analysis of Alternatives (AoAs), Mission Area Analysis (MAA), business support and improvement, advisory and assistance services, consulting, documentation, reports, plans, and test and evaluation support. The resultant products provide the basis for senior leaders to make informed decisions for today and beyond the 21st century via the strategic imperatives, ways, ends and means outlined in the Marine Corps Vision & Strategy 2025. Responses to this RFI shall not exceed six (6) pages, including cover letter, discussion and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance acumen directly related to the objectives stated; (2) Specific customers and descriptions of the referenced instruction provided; (3) Link to the respondent ™s appropriate GSA Schedule or current/recent contract vehicle, or attached file of same; and (4) Other material relevant to establishing core competencies of the firm. Response is due by Friday, February 22, 2011, 1500, EST. Please submit e-mail responses to Sharon A. Ward, Contracting Officer at e-mail address: sharon.ward@usmc.mil. If you responded to the previous RFI issued 27 July 2009 for this same requirement, it is not necessary for you to re-submit. NOTE: Issuance of this notice does not constitute any obligation on the part of the Government to procure these services or to issue a solicitation. No solicitation document exists at this time. The Government will not pay for information submitted in response to this RFI and responses to this notice cannot be accepted as offers. Any information the vendor considers proprietary should be clearly marked as such.
