Description
The U.S. Army, Army Contracting Command (ACC) Picatinny, Picatinny Arsenal, NJ 07806-5000, on behalf of the Armament, Research, Development and Engineering Center (REDCOM-ARDEC) FCS&TD is contemplating award of a Blanket Purchase Agreement(s)(BPA) to a contractor to perform a variety of tasks. These tasks are engineering, managerial, infrastructure support, material and equipment operation, maintenance and many others engineering and project services. In order to better develop, design, and prototype, as well as increases the capabilities of the FCS&TD. 1. SERVICES: 1.1.1. Managerial support: The contractor shall provide program management support on various programs and/or projects. The contractor shall provide support in identifying and coordinating all items of work, and assure that all efforts are directed toward providing the most effective and cost-efficient support services. Support may consist of assisting personnel in managing their workflow, developing tools to readily track and predict the execution of the budget, prepare status briefings on the execution of work, and provide other program management support services as directed by government personnel. The contractor shall also support organizational development, performance improvement, strategic planning, risk assessment and management, and change management efforts. Specific efforts under this task may include preparing drafts of planning documents; develop proposals, budgets, and schedules for projects; identify, oversee and manage subcontractors; perform cost benefit analysis, risk assessments, market surveys, administration assistance and budget requirements; etc. 1.1.2. Technical, Operation & Engineering support: The contractor shall provide scientific, engineering and technical support for engineering design, analysis, experimentation, fabrication, manufacture, - Electronics devices such as: microelectronics, control devices, image processors, stabilization devices, communication, radar, acoustics, command, control, robotics and artificial intelligence and biometrics. - Mechanical devices such as: sheet metal, composite, machining. - Software engineering and Information Technology: advanced software, process technology, decision aids, automation technologies, software architectures, information and intelligent systems technologies, advanced sensor based robotics technologies. -Electrical devices such as: power devices, power distribution lines, power management, power storage, generators. -Evaluation, training, quality control, systems engineering, engineering documentation, integration, optimization, and any other type of engineering and technical work on the following categories: - Optics devices such as: laser, electro-optics, infrared, ultraviolet, lenses, image sensors. - Integration of electronics or/and mechanical systems for any of the followings categories: weapons and weapons systems, weapons integration in vehicles, lab testing equipment and simulators, electronics or/and mechanical systems in vehicles. - Technical support to operate air vehicles, ground vehicles and water vehicles. - Technical support to operate, maintain and integrate weapons such as; small guns, rifles, machine guns, medium size guns, missiles and artillery. - Technical and engineering support to conduct and evaluate test of weapons, weapons systems, electronics components and systems. - Facility maintenance responsible for the any of the following task: electrical, structural, safety, plumbing of the installation and surrounding area. This may require repairs, modifications or improvement of the installation. - Technical communication and IT support for integration and maintain communication link between systems and facilities. 2. SUPPLIES and EQUIPMENT: The contractor shall provide supplies and equipment in order to support of FCS&TD responsibilities. Supplies and equipment will include: - Lab equipment: optic devices, measuring devices, computers, tooling, machine shop tools, electronic components and systems, electro/mechanical simulators, computers and lab furniture. - Electronics devices and system, mechanical components and systems, optical devices and systems, ground vehicles and integration parts to interface different systems. -1 Printers, phones, photocopy machine, computer, computer ancillaries, cleaning supply, general office supply and furniture See attached statement of work for more details. This synopsis is open to all business concerns; however, in accordance with FAR 19.501, the Governments intent is to establish Blanket Purchase Agreements (BPA's) with small businesses. In the event there aren't enough responses from responsible, capable small businesses, then large business responses will be considered. All interested and potential firms must be registered in CCR, and current firms must update once a year to maintain active status. Please visit the CCR website to register and update https://www.bpn.gov/ccr/default.aspx. Whether applying for assistance awards, contracts agreements, or other business opportunities, all entities are considered "registrants". However, registration in no way guarantees that a contract or assistance award will be issued. The following information is required to register in CCR: DUNS Number; Tax Identification Number (TIN) and Taxpayers Name; Statistical Information about your business; Electronic Funds Transfer (EFT) Information. Once a business has been registered in CCR, it also has to be registered in ORCA, https://orca.bpn.gov/. Firms/companies are invited to indicate their interests and capabilities by providing specifications, brochures, manuals, reports, information pertaining to experience on previous projects, specific work previously performed or being performed, any in-house research and development effort, and any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the information submitted. All information is to be submitted via email (10MB limit) at no cost or obligation to the Government; information provided will not be returned. Responses shall also indicate the size of the business entity; large or small and provide your DUNS or Cage Code. Please provide the name of your firm, address, POC, phone/fax number, and email address. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. The Government will accept written questions by email. Interested firms/companies are encouraged to submit their capabilities/qualification data NO LATER THAN February 28, 2011. This notice does not constitute a formal Request for Proposal (RFP), nor is the government obligated to issue an RFP.
