- Description: The Project Manager for Maneuver Ammunition Systems (PM-MAS), Picatinny Arsenal, NJ and Army Contracting Command - Rock Island are currently seeking sources for the manufacture and delivery of 9mm Jacketed Hollow Point (JHP) cartridges (A260). The cartridges are packed in 50 round cardboard boxes and metal M2A1 Ammunition Boxes. The 9mm JHP cartridge is required to rapidly and effectively incapacitate a deadly criminal when the situation warrants the use of deadly force. The bullets must also prevent a minimal hazard to bystanders from excessive penetration. The 9mm JHP shall be used by the Department of Defense (DoD) Law Enforcement Personnel/Body Guards at CONUS facilities. This cartridge is intended to be used in pistols and submachine guns such as the Sig P226, Sig P228 (M11) and the M9 pistols and the MP5 submachine gun. Specifications: The cartridge shall be manufactured in accordance with as U.S. Navy performance specification. A copy of the specification may be obtained by written notice to the point of contact listed below. Requests must include an approved DD2345 Form. An approved DD2345 form allows the Government to release Distribution Statement D drawings to the requestor only. If an offeror does not have an approved DD2345 Form, the form can be accessed through the following website: www.dlis.dla.mil/jcp. The form can be completed on-line and submission instructions for approval are included on the form. Planned Acquisition: The anticipated 5 year requirement for FY11 - FY15 is approximately 500,000 - 1,000,000 each year. The first delivery will be required to be made no later than 120 days from the date of contract award. Submission Information: All responsible interested sources are encouraged to submit their capabilities data for the production of small caliber ammunition. The respondent should include information regarding the current status of the production equipment to make 9mm JHP along with information regarding their delivery capabilities. Information is requested via electronic mail only no later than 30 days from this notice to Randy Slusser at randall.slusser@us.army.mil. Participation in this effort is strictly voluntary at no cost or obligation to the Government. The Government will be in no way obligated to purchase any or all of the items described above. Interested firms are should please include company name, address, telephone number, email address, technical point of contact, Company Size (please specify as either Large, Foreign, Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business), and brochures/literature in their responses. This is only a Market Survey Notice, not a pre-solicitation notice. If a formal solicitation is generated at a later date, a solicitation notice will be published
