Counter Improvised Explosive Device / Attack the Network (AtN) training module NOTICE OF INTENT TO AWARD - SOLE SOURCE PROCUREMENT Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI) Low Overhead Simulation Stimulation Capability (LOSSC) Project Manager's Office (PMO) has a requirement to produce Attack the Network (AtN) training module as a part of the LOSSC training suite of applications.. The training module will consist of a system to be developed to train the force in this activity using simulation-supported collective Mission Command training, using the current Army constructive training simulation capability and critical modeling functionality. The AtN training module will be in support of the United State Army National Simulation Center. The training module will consist of a simulation capability to bridge the training simulations gap between large scale exercises and non-simulation supported training cycles for lethal and non-lethal actions and operations against networks conducted continuously and simultaneously at multiple levels (tactical, operational and strategic) that capitalize on or create enemy vulnerabilities, disrupt activities, and eliminate the enemy's ability to build and employ improvised explosive devices. The United State Army National Simulation Center is employing the AtN training module as a critical part of a low overhead, simulation-driven training tool that enables Commanders to train and exercise their staff repetitiously on the collective targeting and attack the network processes and tasks required of battalion and brigade staffs. The AtN training module produced under this effort shall become Government Furnished Property for subsequent integration with current and future LOSSC products. ACQUISITION APPROACH: The Government anticipates that the requirement will be fulfilled by a Cost plus Fixed Fee (CPFF) contract in accordance with FAR Part 16.306. The Government intends to pursue a sole source award to Berico Technologies under the authority of FAR 6.302-1(a)(2)(i)(B), "Only one responsible source, and no other type of supplies or services will satisfy agency requirements or offers a concept or services not otherwise available to the Government" The period of performance for this effort is 12 months after award. ESTIMATED DOLLAR VALUE: Estimated between $2.5M and $4.5M. RESPONSES REQUESTED: This notice is provided to verify that no other sources other than Berico Technologies can meet this requirement within the timeframe necessary to complete this effort. This notification is also provided for Contractors interested in teaming/subcontracting opportunities. Contractors who believe they are capable of meeting the performance requirements should contact the Contract Specialist by electronic mail at douglas.wayne.gerard@us.army.mil by 1200 hours (EST), 02 March 2010 indicating their capabilities. Capability statements should not exceed eight (8) pages, including the cover sheet. NOTICE: Contractors are advised that a determination by the Government not to compete this effort based on any responses to this notice is solely within the discretion of the Government, in accordance with FAR Part 6. DISCLAIMER: This notice does not constitute an invitation for bids or a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject products. No funds are available to pay for preparation of responses to this notification. The Government will use the information received to determine whether other sources are available and capable to satisfy this requirement.
