- This announcement constitutes a Sources Sought/Request for Information (RFI). This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the Government. The following information is provided to identify potential contractors who have the skills, experience, and knowledge required to successfully provide the described capability. 508th Aircraft Sustainment Group, Hill AFB, UT intends to award a two (2) year contract to support the USAF in the procurement of retrofitted Joint Helmet Mounted Cueing System (JHMCS) Lower Helmet Vehicle Interface (LHVI) cables with a new Quick Disconnect Connector (QDC) with connector saver inserts for installation on USAF F-16 Block 40 through 52 aircraft. The QDC is a component of the LHVI cable (NSN 6150-01-521-3205 CW) which connects the pilot's JHMCS helmet to the F-16 Blocks 40 through 52 aircraft. The QDC gets exercised each time a pilot who is equipped with a JHMCS helmet enters or exits the cockpit by connecting the cable from the helmet to the cable in the aircraft. When a JHMCS helmet is not present, the LHVI cable remains in a vulnerable unmated stowage bracket. The connector saver is a connector device that goes into the LHVI cable QDC and will mate with helmet cable. This repair and retrofit involves adding a replaceable connector saver into the existing LHVI QDC. In order to accommodate the additional connector saver, the QDC is replaced with a new QDC that is.6" longer than original. The connector saver shall provide means for field restoration of the plug and receptacle interface of the QDC aircraft half. The requirement is for the contractor to repair and retrofit 651 JHMCS LHVI cables from the aircraft and 236 spare cables with a new QDC and connector saver (P/N 178-6800) to include kits and spares for both the QDC and connector savers for installation on the aircraft. This requirement also includes the contractor to provide program support, training for the OO-ALC F-16 and WR-ALC engineers and equipment specialists, written instructions and drawings for removal and insertion of connector savers. Potential offers are requested to provide an executive summary; relevant history and evidence of past performance/capability to perform the tasking not to exceed 0 pages. Information submitted should be pertinent and specific to that which is indicative of the offeror's capabilities to successfully perform this effort. A vendor point of contract, including an email address must be included in your response. The government does NOT intend to contract on the basis of this request or otherwise pay for information solicited herein. Copies of your submitted information will be distributed to the AF engineer and contracting officer for review. Interested parties are requested to submit three (3) copies of the aforementioned summary to David Bryan, 508 oo-ALC/GHBK, 6072 Fir Ave, Bldg 1233, Hill AFB UT, 84056-5820 no later than 14 calendar days after publication of this notice.
