Description

This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage can serve as alternatives if the FBO website is unavailable. This acquisition is for the procurement of the following items: FMBS-RC - M4 Close Quarters Battle Rifle (CQBR) flash and sound suppressor (CLINs 0001 & 0002); FMBS-RC “ MK13 muzzle device and sound suppressor (CLINs 0003 & 0004); FMBS-RC “ M16A4 flash and sound suppressor (CLINs 0005 & 0006); FMBS-RC “ M27 Infantry Automatic Rifle (IAR) flash and sound suppressor (CLINs 0007 & 0008; FMBS-LMG M240 flash and sound suppressor (CLINs 0009 & 0010); FMBS-LMG “ MK48 flash and sound suppressor (CLINs 0011 & 0012); FMBS-LMG “ M249 flash and sound suppressor (CLINs 0013 & 0014) and FMBS-LMG MK46 flash and sound suppressor (CLINs 0015 & 0016). All flash and sound suppressors shall be manufactured in accordance with an NSWC performance specification. The Government requires a minimum quantity of 10 EA (for each CLIN), and maximum quantities of 30,000 EA (CLINs 0001-0008) and 12,000 EA (CLINs 0009-0016). A quantity of 6 EA sound suppressors and 12 EA flash suppressors shall be submitted as product samples with each offer. A commercial item solicitation will be issued in accordance with FAR Part 12. Award of a 5-year, firm-fixed price Indefinite Delivery/Indefinite Quantity (IDIQ) contract is anticipated. Multiple awards may be made. Delivery is required FOB destination, at a rate of 1,000 EA (minimum) 60 days from effective date of delivery order, and continuing at a rate of 1,000 EA (minimum) every 30 days thereafter until complete. Inspection and acceptance shall be performed at destination by a representative of the Government. To be eligible for award, contractors must be properly registered in the Government's Central Contractor Registration database (CCR). Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet at www.ccr.gov. The Government intends to award to the responsible contractor whose offer is the best value to the Government is considering past performance and price related factors. The applicable NAICS classification is 332995. The solicitation will be available on or about 01 MAR 2011 at the following address: http://www.navsea.navy.mil/nswc/crane/working/contracting. It is the responsibility of interested vendors to monitor the NSWC Crane Acquisition, FedBizOpps and/or NECO websites for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. No hardcopies of the solicitation will be mailed. Interested sources must download from FedBizOpps.
