- Draft Statement of Work (SOW) This is a Sources Sought Notice. This notice is only a market survey for information which will be used for preliminary planning purposes. The United States Department of Transportation (DOT), Pipeline and Hazardous Materials Safety Administration (PHMSA) is not requesting proposals with this notice and will not accept any proposal submitted. PHMSA will not award any contract from this notice. PHMSA will not make any reimbursement for any costs associated with providing information in response to this notice or any follow up information requests. The purpose of this notice is to gain knowledge of interest, capabilities and qualification of various companies. The type of solicitation that is issued in the future will depend upon the responses to this sources sought notice. PHMSA intends to identify sources that are qualified and/or possess the capability to perform this type of requirement. If at a later date, PHMSA issues a solicitation for proposals, PHMSA intends to award a maximum of four (4) awards with a performance period of one (1) base year and four (4) option years. The purpose of these awards is to assist the Office of Pipeline Safety (PHP) by providing independent technical reviews of design, construction, and material specifications for the proposed Trans-Alaska Natural Gas Pipeline projects. The final contracts will be awarded as fixed price and they will share a combined ceiling of $6,000,000. Interested concerns are requested to submit (1) an expression of interest and (2) a statement of capabilities (SOC), no later than March 3, 2011 by 12:00 noon ET. The expression of interest must state the following: •· Name of Company •· Mailing Address •· Telephone Number •· Fax Number •· E-mail Address •· Web page (if available) •· Contact Person and Title •· A statement identifying if the interested concern is a large business, small business, 8 (a) firm, small disadvantage business, women-owned business, or HUBZone firm. •· Year of Incorporation •· Identification of any current negotiated GSA schedule, government contract, or commercial pricing rates The SOC must not exceed five (5) pages and must include a brief narrative that demonstrates the company's capability to perform the requirements contained in the attached draft Statement of Work (SOW). Only electronic copies of the expression of interest and the SOC sent to alicia.henderson@dot.gov will be accepted.
