- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The US Army Corps of Engineers, Hensley Lake Project has a requirement for an Elevator Maintenance and Repair contract. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to inspect and repair the elevator as defined in the Performance Work Statement. Set-Aside:100% Total Small Business NAICS Code: 238290 Size Standard: $14.0M All information required for submission of an offer will be identified in the solicitation. Award will be made in accordance with FAR Parts 12 and 13.5 using Simplified Acquisition Procedures (SAP). This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations/offers are being requested/accepted and a written solicitation will not be issued. Solicitation W9128-11-T-0001 is issued as a request for quotation (RFQ). This combined synopsis/solicitation is NOT to be construed as a commitment by the US Army Corps of Engineers. The Government is NOT liable for any costs and/or activities associated with providing a response to this announcement. The following factors are listed in descending order of importance, shall be used to evaluate proposals: 1. Technically Acceptable Corporate Past Performance 2. Price EVALUATION OF YOUR QUOTATION 1. In accordance with FAR 12.60, "Streamline Evaluation of Offers", this commercial item "best value" evaluation will utilize the simplified acquisition procedures in FAR 13.106, "Soliciting competition, evaluation of quotations or offers, award and documentation". 2. The contractor shall provide the following information for all Federal Contracts performed in any part of the last three fiscal years: Contract Number Point of Contact Phone Number for POC Email for POC Brief Description of work and how it relates to this solicitation. 3. The price quotation will be analyzed for reasonableness and balanced pricing. The price quotation may also be analyzed to determine whether it is realistic for the work To be performed and reflects a clear understanding of the Government's requirements. 5. The Government may contact any or all of the prior contract holders. Questions that prior supervisors and references may be asked include, but are not limited to, the contractors overall ability to perform, responses to errors and ability to take corrective action, and overall quality of work. THE "BEST VALUE" DECISION After evaluating each proposal that is received, the Government will compare the quotations (both price and other factors) to determine which offers the best value to the Government. The Government reserves the right to award to other than the firm submitting the lowest price. DETERMINATION OF RESPONSIBILITY The Government reserves the right to require the submission of additional information as necessary to support a pre-award determination of responsibility.
