Description
This public announcement is to notify interested parties of the Federal Aviation Administration, (FAA) intentions to purchase electrical power generated by a large scale Solar Photovoltaic, (SPV) Energy System to be constructed at the William J. Hughes Technical Center (WJHTC), Atlantic City International Airport, New Jersey. The Contractor shall design, finance, construct, operate, and maintain the SPV Energy System in accordance with this SOW and provide a "turnkey" project that optimizes solar energy output. The contractor shall retain title to the SPV Energy System and the WJHTC shall provide the use of its property (at sites specified below) for the SPV Energy System and allow reasonable access to the various sites as determined by the WJHTC. This contract provides for the purchase of power generated by the SPV Energy System and permits the contractor to build and operate that SPV energy System at the WJHTC. This is not a construction contract. Nonetheless, all work shall be in accordance with the requirements, schedules, guidance, and information contained or referenced herein. Bid Bond shall be 20% of proposal. Performance and Payment bonds in the amount of 100% of contract price are required after notification of the award. The NAICS code for this effort is 237130. A Firm Fixed Price Contract is contemplated. Drawings will be distributed at a mandatory site visit, which will take place on Friday, March 04, 2011 at 9:00AM EST. Security issues require companies to identify personnel whom will be attending the site visit. Parties interested in attending the site visit must submit a request in writing, via email, to the Contracting Officer. The request must include the company name, a point of contact and telephone number. Submit this request to Ken.Hitchens@faa.gov no later than 2:00PM EST on Tuesday, March 01, 2011. Companies who do not attend the site visit will not be permitted to submit a proposal for this project. All proposal are due by Friday, April 29, 2011 2:00 PM EST. All questions must be in writing, via email, and submitted by Friday, March 25, 2011 2:00PM EST. This announcement does not obligate the government in any way whatsoever to award or to initiate competition for award of the anticipated effort.
