Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Corps of Engineers, Europe District, is seeking expressions of interest from firms who are interested in proposing on an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for (but not limited to) general construction, building renovations, repair/replacement of major building systems such as electrical, mechanical, civil, maintenance & repair of facilities, some landscaping, general environmental work, asbestos, and concrete/asphalt roads and pavements work for work throughout Italy but primarily in Vicenza and surrounding area, with additional work anticipated in Livorno and Aviano, Italy. This solicitation will be used to award a single Job Order Contract (JOC) to support Task Order awards of projects by the EUD District. The contract will include a base period and two (2) option periods of one (1) year duration each. The maximum total contract capacity is US$30,000,000 for the period of performance, with an estimate yearly expenditure of US$10,000,000 for the base and UIS$10,000,000 for each option year period. The U.S. Army Corps of Engineers, Europe District, intends to advertise the solicitation for this work during the month of February 2011. Only firms that the Government determines qualified will be included as a part of a restricted Plan Holders List (PHL). Only qualified firms (on the PHL) will be invited to participate and have access to the solicitation. S. Army Engineer District, Europe District All interested firms are requested at this time to demonstrate compliance with the qualification requirements as stated below in this document. Firms shall submit material as stated below that demonstrates that they meet the qualification requirements, not later than 1530 16 March 2011. The solicitation will be issued free of charge by downloading from a designated web-site. The web-site address will be provided to all qualified offerors at a later date. A pre-proposal site visit will be planned on a date to be determined. A firm's physical address for express mail delivery, telephone number, facsimile number, email address and an English speaking point of contact MUST be provided. Firms whose submissions are received later than the time and date stated above, or firms that submit incomplete information, may not be considered. List all the firms (including subcontractors) that will contribute toward satisfying the stated S.O.A. requirements. State how each firm contributes towards the satisfaction of the requirements. A copy of ALL of the following Societa Organismi DAttestazione (S.O.A.) certifications, which have been established for this solicitation: Prevailing Category of Work: CONTRACTOR QUALIFICATIONS Offerors shall be qualified in accordance with D.P.R. 34 of 25 Jan 2000, REGULATIONS FOR THE QUALIFICATIONS CONSTRUCTION FIRMS IN ITALY, IAW Legislative Decree 12 April 06 u. 163, the De Lise Code and subsequent amendments as follows: Class IV 2.582.284. OG 1 Edifici Civili e Industriali Civil and Industrial Buildings Contractors must comply with: Art. 38 of the De Lise Code as follows by submitting in their prequalification package: - a self certification that the firm meets the requirements of Art. 38; - the Documento Unico di Regolarit Contributiva pursuant to Art. 2 of Legislative Decree n.210/2002 converted into law n. 266/2002, which embodies the relevant statements from INPS and INAIL; - a copy of the Casellario Giudiziario Certificate for each member of the company. If the potential Offeror is a joint venture, the joint venture members shall demonstrate how the joint venture team meets the S.O.A. certification requirements stated in paragraph (b). Include a description of the responsibilities in terms of work category for each partner (for example Firms A performing 70% of OG-1, firm B performing 30% of OG-1). FOR INFORMATIONAL PURPOSES ONLY. Notice to joint ventures: A provision entitled Joint Venture Agreements will be included in the future solicitation for this project. The provision states that the Joint Venture Offerors shall, with their proposal (not now) furnish an Italian notarized legal document (Mandato) that establishes the Joint Venture. The language of this provision is included below for information: Joint Venture Agreements (this language will be in the solicitation). The Joint Venture Agreement shall take effect upon the submission of the proposal and remain irrevocable until one year (1) year after the work has been finally inspected and accepted by the Government.
