- NUMBER: F11PS00412 - Aviation Fixed Wing Fuel SupportPOSTED DATE: 2/18/2011SUBJECT:INTENT TO SOLE SOURCEThis announcement constitutes the only notice.This is not a request for quotes.Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 7 Contracting and General Services intends to issue a sole source, firm-fixed price order to: FOR :JETA/AVGAS Purchase, filling/refilling of Fuel Drum and transport out on sea ice in support of Polar Bear Project on Chukchi SeaFROM:March 12, 2011 to approx May 15, 2011NAICS:488190Other Support Activities for Air TransportationAUTHORITY:8.405-6(a)(2) Limited Sources Justification and Approval 13.106(b) Soliciting from a single sourceDeterminations not to compete this proposed procurement were made because:As part of a research effort to capture polar bears in the Chukchi Sea, the Service is contracting a fixed wing pilot to be stationed in Kotzebue and assist with this effort. One of their tasks will be to haul drums of Jet A fuel out onto the sea ice to refill a helicopter used for capturing polar bears. We are, therefore, in need of a vendor that can refill fuel drums with Jet A at the Kotzebue airstrip where the pilot will land and offload the drums to be refilled. Over the past two years (2009 and 2010), Bering Air was found to be the only source able to provide this service. There are no other suppliers of Jet A in Kotzebue. The vendor will need to be available to refill drums, supplied by the Service via the contracted fixed wing pilot, with Jet A at the Kotzebue airstrip as arranged between the fixed wing pilot and the vendor between March 12 and May 10, 2011.
