- RFI NCEP Radar Mosaic Data CONTRACTING OFFICE ADDRESS U. S. Department of Commerce, National Oceanic and Atmospheric Administration, Acquisition and Grants Office, Western Acquisition Division-Boulder, 325 Broadway, MC-3, Boulder, CO 80305-3328. DESCRIPTION THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government. The Department of Commerce, National Oceanic and Atmospheric Administration, National Weather Service, National Centers for Environmental Prediction (DOC/NOAA/NWS/NCEP) is exploring options for obtaining real-time radar data for providing weather analysis, forecasts, and warnings for the protection of life and property across the United States and surrounding oceans. NCEP currently procures radar mosaic products through a contract for its Service Centers in Miami, FL, Norman, OK, Kansas City, MO, and in Washington D.C., respectively. Each of the four Centers requires mosaic imagery of radar data (e.g. 1km base reflectivity, 4km Vertically Integrated Liquid, and composite reflectivity - precipitation mode 4km) in addition to value-added mosaic radar imagery (e.g. 1km base reflectivity with quality control - clutter suppression, mosaic of mesocyclone/Hail-Index/Storm-Track-Information/Tornado-Vortex-Signatures products). These mosaics are created from the NWS/FAA/Military WSR-88D radars for Alaska, Hawaii and the continental U.S. NCEP Centers prefer mosaic data from the multi-radar/multi-sensor systems available across the U.S. to include the Terminal Doppler Weather Radar (TDWR) systems. The NCEP Centers will need to display the mosaics and single site imagery/data in the software systems National-Advanced Weather Information Systems (N-AWIPS) and Advanced Weather Information Systems-2 (AWIPS-2). In order for N-AWIPS and AWIPS-2 to display mosaics and single site imagery/data, the vendor solution should include a standard data transfer mechanism that can be used to move data from the vendor systems to N-AWIPS and AWIPS-2 at each individual Service Center. In addition, NCEP requires redundancy of single site imagery from the proposed vendor solution in order to continue providing single site radar data from the WSR-88Ds when the NOAAPORT dissemination system is not disseminating radar data. The delivery method of the mosaic and single site data must be operationally robust and supported by the vendor via a 24-hour day customer support department to solve data acquisition, software and hardware problems with a 2-hour (support personnel) response time (i.e. remote). The solution must include a fully capable support staff providing responsive assistance to Government personnel in an event of data quality problems, data flow problems, or other questions about data formats, etc., that may arise. High dataflow uptime of 99.9% is required to ensure data is available during significant weather events such as land falling hurricanes and severe weather outbreaks. NCEP will consider providing physical access and reasonable space for equipment installation. In the event of a contractor system failure at a Government site, the vendor should be able to repair or replace the system quickly. If the primary data acquisition source is down (e.g. satellite ingest at a Government site), a backup data acquisition source shall be functional and available to activate immediately. The vendor must be capable of providing a solution that complies with DOC and NOAA IT security guidance including the Federal Information Security Management Act (FISMA) of 2002. The DOC/NOAA/NWS/NCEP is seeking the following information: 1. Respondents shall describe a technical approach they would propose to successfully deliver the radar mosaic and single site imagery products to each of the NCEP's Service Centers. 2. Respondents shall indicate their capability for producing, delivering, and maintaining the flow of radar mosaic products that would satisfy NCEP's requirements. 3. Currently, NCEP procures radar mosaic and single site imagery products from a vendor under a firm-fixed price contract. Respondents shall describe a best value method under which NCEP can procure these radar mosaic products along with any commercial pre-printed price lists for the equipment, data, and services. 4. Respondents should indicate whether radar data mosaic products offered by the respondent meet the definition of commercial items or services as provided in FAR Part 2. 5. Respondents shall complete and submit Section 508 Vendor Checklist available at http://www.ago.noaa.gov/ago/acquisition/docs/vendorchecklist.pdf. 6. All assumptions and questions should be clearly stated in the RFI response. Respondents shall not be obligated to provide the products described herein and it is understood by the United States Government that the cost estimates provided as a result of this request are "best" estimates and non-binding only. All information submitted in response to this announcement is voluntary. The United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. The response to this RFI must be submitted by 3:00PM CT on February 28, 2011. No collect calls will be accepted.
