Description
This is posted as notification of the Government's intent to enter into a sole-source award under the authority of FAR 6.302-1: "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements". This announcement is published for informational purposes only. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. Any responsible source who believes it is capable of meeting the requirement may submit a capability statement. Companies that can provide an equal item must submit their technical capabilities to include complete and detailed specifications. This information will be reviewed by the Government technical representatives for consideration for future requirements. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. USDA/Forest Service intends to award on a sole source basis under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements; for the procurement of Seven (7) - 3'x3'x5' Communications Shelter with 20ft Integrated Tower. Due to remote location of installation the proposed items can only be flown in by helicopter and require no site preparation. All units will be delivered to the Okanogan Wenatchee National Forest. The Government intends to solicit and award a sole source contract for this requirement. The suggested contractor is Pioneer Energy Products, LLC (dba: P E P R 0), 671 Colbert Ave, Oil City, PA 16301-2288. PEPRO uses a patented system to ensure that communications are not interrupted by Radio Frequency Interference (RFI), Electromagnetic Interference (EMI), Electromagnetic Pulse (EMP), outside Passive Inter-Modulation (PMI), lightning strikes and transient voltage. They are the only known manufacturer of communications shelters that require no site preparation and can be flown in by helicopter. The North American Industry Classification System (NAICS) code is 332311 (Size Standard in number of employees is 500) and the proposed contractor is a veteran owned small business concern.
