Description
The Federal Aviation Administration (FAA) has a requirement for a Contractor/Physician to furnish all necessary services to review, provide medical interpretation, record and formulate recommendations using current AAM-300 guidelines of ECGs. ECGs include, but are not limited to standard, 12-lead resting and exercise ECG's (treadmill, Holter monitoring, etc.). All ECGs assigned by the Contracting Officer (CO) or Contracting Officers Technical Representative (COTR) will be made available to the physician through Airman Medical AMCD. ECG's may be reviewed via computer access in FAA ECG System, The Document Imaging and Workflow System (DIWS) and/or hardcopy. Consulting services are estimated to be approximately 1,500 ECGs per month and require the completion of assigned ECGs and cases. The FAA contemplates awarding a requirements contract with one base year and two one-year option periods to fulfill this requirement. The total estimated dollar value is $374,400.00. The North American Industry Classification System (NAICS) Code is 621111 Office of Physicians (except Mental Health Specialists) and the Small Business size standard is $xxx Million. The FAA intends to solicit and negotiate only with William J. Fors, MD, Oklahoma City, OK, in accordance with AMS Policy 3.2.2.4. The rationale for single source is urgency, impact, and specialized experience.Urgency: AAM-300 has recently lost its 2 Government ECG Technicians. Under the current hiring freeze, CAMI is unable at this time to back fill these Government positions for an indefinite time period. Dr. Fors is currently the only review source for all ECG's at every level of the medical certification process. Impact: AAM-300 must maintain these critical services in support of the pilot medical certification. The impacts of not establishing a sole source contract to these services effectively result in the following: Violation of existing Federal Law and FAA orders; Jeopardize national and international aviation safety; adversely compromises the National Airspace System (NAS) by increasing the risk of aircraft accidents as a result of possible commercial pilot incapacitation due to medical issues. A lapse in services prevents the ongoing certification of pilots whose medical certification is reliant on the ECG review and recommendations of a cardiologist with expertise in aerospace medicine and cardiology. Failure to maintain these services may result in pilots flying that are medically ineligible creating safety of flights risk unacceptable to the FAA or failure to allow eligible pilots from flying and the FAA will fail to meet its objectives outlined in the Flight Plan (2009-2019). Specialized Experience: Dr. William J. Fors is the only known licensed Cardiologist in the Oklahoma City Metro area with the Aerospace Medicine expertise, the established qualification requirements able and willing to meet the performance requirements outlined in the statement of work including completion of the AME Basic Seminar, 24 hours of FAS panel requirements and knowledge of the FAA automation systems. ACMD is located on the MMAC Campus in Oklahoma City, due to the nature of the sensitive not classified pilot medical records; the cardiologist mandates these services be provided in secure facilities currently provided in the CAMI building. Dr. Fors has 40 plus years expertise as a licensed cardiologist and expert in the field of Cardiovascular medicine. Dr. Fors retired from full-time private practice in 2007 enabling his continued work reviewing ECG's and providing independent recommendations on behalf of patients for Deaconess Hospital, OKC, OK and airmen seeking medical certification from Aerospace Medical Certification Division (AMCD), OKC, OK. A competitive solicitation is not available for this procurement.
