Description
The National Park Service (NPS), Grand Canyon National Park intends to procure as a small business set-aside, utilizing a firm fixed price (FFP) contract, two PMH-9 ATS or equivalent switchgear units. The Government requires the switchgear and installation to replace the existing source transfer pad mounted switchgear located on the Grand Canyon's north rim. The contractor will be required to provide all labor, equipment, and parts to replace the existing switchgear. This will include: inspection and replacement, if necessary, of the line side and fuse side stress cones; programming of the controls with parameters to be provided by the NPS; verification of phasing of 25kV cable; verification of phase rotation; manual operation and test of the new switchgear; live test by de-energizing one phase of the 25kV to verify proper operation; and, any additional tests necessary to ensure proper operation. The new equipment shall include: front panel keypad and LCD for programming and viewing of settings and events; programmable loss-of-source, return-of-source and unbalanced detection voltage levels; adjustable timing ranges for loss-of-source and return-of-source; over current lockout with external reset and magnetizing-inrush restraint; detailed event log; transition-dwell time delay settings; couple and de-couple operation via one move operation; communications card; micro-AT communications cables, to include Matlink communication software on CD; and, complete programming of the Micro-AT source transfer control panel in accordance with NPS parameters. It is anticipated that the solicitation will include an option to require the contractor to bypass the switchgear to run power directly from the generator to an existing distribution box in the switch yard while the replacement switchgear is installed. The contractor will be required to provide all labor, equipment, and parts for the bypass. Due to the park's limited technical capability in this field, comments relating to the technical requirement described herein may be submitted and will be considered as the Government finalizes the technical requirement and solicitation. Any comments must reference this solicitation and be submitted via email to the Contracting Officer no later than 7 Mar 11. A solicitation will be posted to the Federal Business Opportunities (FBO) website at https://www.fbo.gov on or about 11 Mar 11. The solicitation will close on or about 31 Mar 11. Hardcopies of the solicitation will not be provided. It is the responsibility of the interested parties to monitor this website to download applicable documents and check for amendments. Award is anticipated on or about 29 Apr 11. Delivery will be free on board (FOB) destination. Delivery and installation is required as soon as possible, estimated at one to four months. Prospective offerors desiring to conduct business with NPS are requested to register at the National Business Center (NBC) at http://ideasec.nbc.gov. To receive any contract award, contractors must register in the Central Contractor Registration (CCR) at https://www.bpn.gov/ccr/ and complete electronic annual representations and certifications at https://orca.bpn.gov. All responsible sources may submit a quotation that will be considered by the agency. Responses must include all information requested in the solicitation.
