Description

As stated during the Hybrid Electric Drive Industry Day held November 17, 2010, NAVSEA is hosting a second Industry Day to introduce a revised draft RFP and draft specification reflecting updated Navy requirements and feedback from industry. Also included will be an opportunity to view the Navy ™s Land Based Engineering Site (LBES) where HED EPS will be evaluated prior to ship installation and where the HED EPS Proof of Concept (PoC) system will be tested. The Navy continues to be interested in feedback on the draft solicitation and technical performance specification in areas that would drive cost, increase schedule or otherwise add requirements, all of which potentially could be eliminated without detrimental impact to in-service performance. As this is not a solicitation, no attendee firm should view this as an opportunity to exhibit its qualifications or technical merit that distinguish itself from others in attendance. Questions and conversation that appear to steer in this direction will be discouraged. Please limit attendance from each company to four individuals as the total attendance will be limited. Attendance for the facility tour is very limited so only two individuals from any interested company will be permitted, up to the limit of the group size allowed, on a first-come-first-served basis. Attendees must be US Citizens or Permanent Resident Aliens and must represent bona fide US Department of Defense (DoD) contractors as the presentation materials may include limited distribution information. Evidence in the form of an executed DD Form 2345 (MILITARILY CRITICAL TECHNICAL DATA AGREEMENT) will be required prior to admission. Please pre-register via email to the following address: joseph.tannenbaum@navy.mil no later than Tuesday March 1, 2011. Registration will be confirmed via a responding e-mail and failure to register will prohibit admittance. Please provide the individual ™s name, company, phone and e-mail address in addition to the DD 2345 (reference to DD 2345 submitted for the November 17, 2010 Industry Day may be accepted in lieu of a new form). In addition to the requirement to pre-register, there are access requirements to gain access to the Naval Surface Warfare Center contained on the attached document that must be followed or access will be denied. Questions about these access requirements can be addressed to joseph.tannenbaum@navy.mil. The Government intends to publish a list of attendees to encourage subcontracting opportunities. Note: This is NOT a "bidders conference" and this announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind that would otherwise obligate the Government. The Government will not assume liability for costs incurred by any offeror for travel, presentations, marketing efforts or data offered for examination; therefore the cost of preparing information in response to this notice is not considered an allowable direct charge to the Government.
