Description
SOURCES SOUGHT SYNOPSIS Minuteman III Launch Support System (LSS) This request is an announcement for information/market research for planning purposes. The synopsis does not constitute a request for proposal, request for quote, or invitation for bid nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. SUBJECT: Sources sought for the design, build and deployment of the Vandenberg LSS. The LSS is a system that monitors and controls Vandenberg unique flight test hardware to ensure a safe and satisfactory launch of a Minuteman III missile. DESCRIPTION: The Boeing Company/Defense Space & Security - Network and Space Systems (CAGE Code (94756) is the original equipment manufacturer (OEM) and the only known qualified source of manufacture, deployment, and sustainment of the LSS. Boeing is the only known source that currently has the capital-owned support equipment, high tech facilities and proprietary data necessary to manufacture and maintain the LSS. The LSS consists of the Launch Support System, Launcher Environmental Control System (LEPS), and the Remote Environmental Control System (RECMS). The LSS is a system that monitors and controls Vandenberg unique flight test hardware to ensure a safe and satisfactory launch of a Minuteman III missile. The LSS provides critical status prior to missile launch to ensure that the ground system is ready for launch. The LSS has the ability to turn on ground power supplies, activate the telemetry wafer batteries, control whether the telemetry wafer is being powered from ground power supplies or flight batteries, and the ability to control the Audio/Visual warning system on the Launch Facility. To become a qualified source the entity must have access to Vandenberg AFB. New sources must also provide proof that they have access to the data and software necessary to accomplish this project. The Air Force does not possess and cannot provide any engineering data (hardware or software) required to qualify a new vendor at this time. Firms responding to this announcement should include company name, cage code, point of contact, address and indicate whether they are a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, or women-owned small business. Potential offerors should submit a Statement of Capability (SOC) that addresses the offerors ability to provide the above requested unit. The Government reserves the right to set-aside any subsequent acquisition based upon known sources and/or responses to this synopsis.
