Description
CAPRE Laptop Requirements REQUEST FOR INFORMATION (RFI) The government intends to purchase five hundred (500) each COMMON AIRCRAFT PORTABLE REPROGRAMMING EQUIPMENT (CAPRE) Laptops over a five (5) year period. The questions below represent your chance to shape the acquisition strategy. Please provide responses to the questions below, understanding that your answers will not be shared with any of your competitors and will only be used by the Air Force (AF) to determine an appropriate acquisition strategy. Your response is for the AF's market research and is voluntary. The AF has no obligation to pay for the information and may be used to develop a Request For Proposal (RFP). A RFP will follow in the near future that will allow you to submit a formal proposal to be evaluated for contract award. Any proprietary information submitted may be used as a general concept but specific information will be safeguarded as proprietary, if so marked. Send answers to the questions via email to Hope.Gonzales@hill.af.mil by the response date. Here are the questions: 1. What is your company name and CAGE code? 2. What is your business size in terms of the number of Employees? 3. What NAICS code do you suggest for this acquisition? 4. Is your company a small business for this NAICS code? - If your company is a small business, is it also a Woman Owned Business, Small Disadvantaged Business, 8(a) Business, HUB Zone Business, Service Disabled Veteran Owned Business, etc. 5. Are you the manufacturer? - If you are not a manufacturer: a. Who is the manufacturer? b. Would the manufacturer fall under your suggested NAICS code? c. What is the manufacturer's size in terms of the number of employees? d. What value does your firm add to the acquisition process (i.e. do you manage the project, arrange installation, provide warranty assistance, maintain spare parts, etc......) 6. Where will the laptop be manufactured? What is the Country of Origin? 7. Based on the Purchase Spec Provided: a. Do you currently have a laptop that meets the requirements of the CARPE program? b. What is the current model you would most likely quote? c. Is there proof the laptop has been tested to meet the AF requirement? Is it an Independent or Government Test? d. What is the approximate lead time? e. Is it commercial or non-commercial? 8. Do you customarily require progress payments or installment payments for a project of this type? - If you do customarily require progress payments or installment payments: a. What would your ideal payment schedule look like? b. What type of security could you offer the Government from the list below? - Financial Condition (Only if it constitutes adequate security and you are willing to make other security available if your financial condition deteriorates) - Paramount Lien of specified assets - Irrevocable letters of credit from a Federally Insured Financial Institution - A bond from a surety acceptable in accordance with FAR Part 28 - A guarantee of repayment from a person or corporation of demonstrated liquid net worth connected by significant ownership to the contractor - Title to identified contractor assets of adequate worth - If you do NOT customarily require progress payments or installment payments: a. Do you have or can you obtain through private means the working capital sufficient to finance this project? b. Do you provide discounts for firms or entities that are willing to provide you with contract financing? Describe the discount available? 9. Discuss any concerns you may have with our requirement or specification.
