Description The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Molecular Pharmacology (LMP) intends to procure on a sole-source basis the services of Tiger Team Consulting, 9411 Lee Highway, Suite R, Fairfax, VA 22031 to provide analysis and interpretation of the LMP's high-throughput exome sequencing of all genes (exons only) in the NCI-60 cell lines. This acquisition will be processed in accordance with simplified acquisition procedures in FAR Part 13.106 (b)(1). The North American Industry Classification System code is 541990 the business size standard is $7.0 million. Period of performance: Performance shall be for six (6) months from date of award. The LMP's mission is to manage and assess molecular interaction data obtained through multiple platforms, increase the understanding of the effect of those interactions on the chemosensitivity of cancer, and create tools that will facilitate that process. Translation of that information will be directed towards the recognition of diagnostic and therapeutic cancer biomarkers, and directed cancer therapy. The proposed tasks are: i) the association of sequence variations to drug activity, ii) the association of sequence variations to literature, iii) the identification of disproportionate associations with specific molecular pathways (using GoMiner or an analogous tool), iv) the identification of those cells with those disproportion levels of sequence variation and their association with pharmacological response, v) the comparison to the Genome Wide Association Study (GWAS) data on germ-line mutational changes associated with increased risk of developing cancers known as regions of association (ROAs), and vi) the identification of cell lines with mutated genes that have been shown to be associated with particular forms of cancer from the GWAS study. Tiger Team Consulting has specific knowledge of NCI's CellMiner databases found at http://discover.nci.nih.govi that will be needed to be manipulated to carry out the analysis. The contractor created the automated downloading tool that will be used to identify and present sequence variations in the NCI-60 cell lines, and to assess their impact on amino acid variation. The contractor shall be transferring the data (NCI's "Data pipeline") to be used in this study into the automated downloading tool from the sequencing facility. Tiger Team, has a proven experience in bioinformatics statistics, and software development, and has previously demonstrated these abilities. They have worked with NCI databases, and are familiar with NCI's CellMiner data organization tool. The NCI knows of no other entity that possesses the necessary expertise. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office by 11:00 AM EST on March 10, 2011. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
