- The U. S. Department of Commerce (USDOC), National Oceanic and Atmospheric Administration (NOAA), intends to procure construction services for the Center for Operational Oceanographic in Silver Springs, MD. To plan, design and construct a sea level monitoring station on Barbuda. General Site Description: Location: Two separate islands make up the joint country of Antigua and Barbuda, located in the middle of the Leeward Islands in the Lesser Antilles of the Eastern Caribbean. Roughly seventeen degrees north of the equator, Barbuda is about 30 miles due north of Antigua. Geography: Barbuda is a flat limestone island covering 62 sq. mi. (161 sq. km.). Geology: Barbuda lies near the outer edge of the Caribbean Plate. On a regional scale, seismic events are principally associated with a subduction zone at the junction of the Caribbean Plate and the North American Plate. There is also a concentration of intra-plate activity in the Leeward Islands where the subduction of the Barracuda Rise imposes additional stresses. There are active volcanoes on the nearby islands of Montserrat, Dominica, St. Lucia, St. Vincent and the Grenadines. These conditions produce the likelihood of tsunami generating earthquakes. Natural Hazards: Hurricanes, earthquakes, tsunamis and storm surge The following services are required: Contractor shall provide professional earth work and excavation services necessary to install a sea level monitoring station. Proper site preparation, backfilling and grading are necessary for the government to install a concrete pile foundation to support an elevated equipment platform. Contractor shall provide labor and equipment in the placement of four concrete piles necessary to construct a concrete pile foundation. Contractor shall provide earth trenching and concrete cutting services to install approximately one hundred (100) feet of pipe below ground. This pipe will become a conduit for water level sensor cables and tubes connected between water level measuring sensors (mounted beneath the wooden dock) to the sea level monitoring station's elevated equipment platform. Contractors shall accomplish all work required in accordance with the approved project drawings and construction specifications. Contractors shall secure permission and obtain all required permits from the proper governing authorities for proper execution and completion of the work. It is the Contractor's responsibility to ascertain that the Contract Documents are in accordance with applicable laws, statutes, ordinances, building codes and rules and regulations. Completion time for this project is 90 calendar days after award. This is a total small business set-aside. Estimated Construction cost is $0 to $25,000.
